Details of Organisation/Business Directorate

The post holder works as part of International Defence Training (Royal Navy) (IDT(RN)) and is primarily responsible for day-to-day management of the team on behalf of the SO1 IDT(RN). The post holder works across all aspects of IDT(RN) business in collaboration with Fisher Capita client partner to modernise and develop modern and progressive RN training for international partners and develop Defence Engagement and IG opportunities. 

Job Purpose

Subject to Delegated Authority, the post holder will be required to:

•    Manage all IDT(RN) business activities. Supervise the progress of all workstreams and activity programmes out to one year where possible in liaison with all internal and external stakeholders for Cdr IDT, working in collaboration with Fisher Capita Client Partner.

•    Opportunities to travel promoting IDT at international shows and events.

•    Frequent defence engagement, including the highest level of staff talks, VIP visits and hosting international delegations.

•    Support live operations. 

•    To continually promote IDT(RN) whilst deployed on visits or in office and in doing so promote Defence Engagement objectives, RN influence, Global Britton and prosperity agenda following JSP 510 policy. 

•    Oversee Divisional and welfare of the Civil Service and military training. Oversee the induction of all new team members following Training Management Group (TMG) processes. 

•    In conjunction with Training Establishment Executive, be accountable for IDT building and space allocation. 

•    Ensure that the highest values and standards of the Service are maintained, Royal Navy Standards and Ethos’ with emphasis on all aspects of diversity and inclusivity.

•    Deputise for the Cdr IDT in his absence.

•    Attend any TMG Cmd Group meetings to provide an update on all matters of IDT business including morale, welfare, and ongoing activities.

•    To assist in scoping training solutions for our international partners.

•    The post holder shall note that these approved TORs seek to describe the extent of the role and its responsibilities, as far as practicable. Ultimately, however, it is up to the individual to achieve the job purpose using their leadership, professional ability, and management skills. Thus, these TORs should not be seen as prescriptive and post holders are expected to exercise initiative and be innovative, which may require operating outside their TORs. In these circumstances post holders are not to be constrained by their TORs in achieving success but must ensure that their line manager and others are kept informed as appropriate.


Responsible for:    
•    Management of IDT(RN) business activities both internal and external with strategic partner. Maintain an oversight and understanding of IDT Database and Escapade database activity.    
•    Maintain communication system for internal & external stakeholders relating to policy and direction is disseminated. Prepare and deliver IDT(RN) presentations to DAs as required.    
•    In conjunction with Training Establishment Executive, be accountable for TMG building and space allocation.    
•    Oversee the TMG Divisional reporting system for whole workforce.   
•    Attend the TMG Cmd Group meetings to pass and receive relevant information such as staff NCT requirements, and mandatory CS training.    
•    Operate as the TMG coordinator for whole ship training and ensure that all personnel undertake mandatory training in accordance with promulgated NCT and that shortcomings are reported to the Administrative Authority. •    To conduct Unit Security Officer (USO) duties.  
•    Understand the TMG Divisional process and assist Cdr IDT(RN), in support of the Divisional system, providing general advice on personnel issues, channelling specific casework to Command and the relevant specialist organisations.     

Must be an OF3 of ANY specialisation. OF2 applicants with a recommend for the next higher rank in their most recent OJAR may be considered. 

OF4 applicants, if successful, will only be paid as and normally wear the rank of OF3.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

a.    In date for all NCT mandatory training.

Knowledge and experience:
a.    Broad leadership and management experience (essential).
b.    Experience of training delivery in a RN or professional environment (essential).

Knowledge and experience:
a.    Knowledge of JSP 510 IDT, JSP 622 TM & BR 3 (Naval Personnel Management) (desirable). 
b.    Experience of leading or participating in the senior management of training and education delivery organisations (desirable).
c.    Experience of developing and maintaining constructive working relationships with partner organisations / commercial partners or working within a commercial environment (desirable).

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.

Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
