Subject to formal establishment, a vacancy will arise for a OF3 to serve as DE&S Commercial Officer at DE&S, MOD Abbey Wood on FTRS(HC) Terms and Conditions of Service (TCoS), with an initial proposed start date of 01 Jul 2023.
Unit Function
To train the Joint Force of today and Optimise the Joint Force of Tomorrow
Position Role
To provide Commercial practitioner level expertise and conduct negotiations covering all aspects of the function’s activities e.g. contract sourcing, contract management, corporate activities, sales and disposals.
Responsibilities
1. Determine the appropriate commercial actions for requirements, draft strategy plans, contract management plans and facilitate key aspects of the delivery. Ensure all contracts adhere to EU procurement regulations and Government policy.
2. Lead and/or assist (depending on project value) in the portfolio management of Category A – D contracts ensuring contract obligations are met in line with the contract and business requirements
3. Draft Pre-Qualification Questionnaires (PQQ), Invitation To Tender (ITT) and contract documentation in accordance with MOD policy and legislation.
4. Negotiate terms and pricing, place and manage contracts and contract amendments up to a maximum delegation of £2.5M in accordance with set guidelines and conditions outlined in the individual’s delegation letter and the MOD policy.
5. Support negotiation and contract placement above level of delegation when required and highlight novel and contentious issues to Senior Commercial Officer (SCO) to ensure satisfactory resolution.
6. Conduct assurance and due diligence of commercial activity within own area of responsibility to provide confidence in commercial outcomes. Participate in Peer Reviews as required
7. Manage staff where required, advising, coaching and developing Commercial Assistants.
8. Communicate in a timely manner with a range of internal and external stakeholders including suppliers and Subject Matter Experts.
Must be an OF3 of any specialisation. OF2 applicants with a recommend for the next higher rank in their most recent OJAR will be considered.
Must be serving as a member of the Reserve Forces or have served with the Regular Forces.
Security Clearance (SC)
CIPS Level 4 Foundation
Previous experience of successfully delivering either in a contract management or contract sourcing role is essential
