A vacancy has arisen for a Warrant Officer – People Ops - to serve as Admin Support Officer at No 4 School of Technical Training (No 4SofTT), MOD St Athan on a Full Time Reserve Service (FTRS), Home Commitment (HC) Terms and Conditions of Service (TCoS), with an initial proposed start date being 31 July 2023 (or earlier, depending upon candidate status).

This post location is No 4SofTT, MOD St Athan and is part of the Defence College of Technical Training (DCTT) change programme (under project CUBIT – the move of 4SofTT to MOD LYNEHAM) and will exist at MOD St Athan until the end of Mar 2024.   The post may be subject to a relocation to an alternative MOD site on the expiry of the post at No 4SofTT, but the commitment end date under this advertisement, will be 31 March 2024 on current planning assumptions.

The Admin Support Officer (ASO) post is required to support the Commanding Officer (CO), MOD St Athan through the Chief of Staff (COS), for the overall management, administration and maintenance of standards, good order and discipline for the RAF elements based at MOD St Athan.

The post holder will be responsible to the CO of No 4SofTT for the performance of their duties, which will include the following:

a.    Production and maintenance of Station Standing Orders (SSOs).

b.    Production and maintenance of Unit Routine Orders (UROs), including the publication of appropriate messaging on the Station SharePoint announcements page.

c.    Production and maintenance of the Site Duty Officer’s (SDO) Orders and Roster.

d.    Processing all the SDOs’ reports and acting upon any comments as necessary.

e.    Production and maintenance of the Site Duty NCOs’ (SDNCO) Orders and Roster.

f.    Processing all the SDNCOs’ reports and acting upon any comments as necessary.

g.    Issue of Terms of Reference to all personnel under your command.

h.    Line Manager and 1st Reporting Officer for Mailroom Staff.

i.    Line Manager and 1st Reporting Officer for Passes and Permits Staff.

j.    Management and co-ordination of all Unit Parades and Ceremonial events,
including liaising with local authorities for all off-site events and ceremonial events involving RAF personnel.

k.    Organisation of the Ceremonial aspects of Service funerals.

l.    Liaison with organisers of any Parades off-Unit in which RAF personnel from MOD St Athan are participating.

m.    Promulgation of all CO’s Inspections in UROs.

n.    Arranging and accompanying the CO on the selected CO’s Inspections and submitting all required reports.

o.    Co-ordination and administration of hosting Unit Honours and Awards Presentation 
Ceremonies.  Liaising with OC SD&PS to ensure citations are properly drafted.

p.    As directed by the CO, appointment of MOD St Athan personnel up to the rank of Sqn Ldr, to Associated Station Duties.

q.    Maintenance of all records of Holders of Associated Station Duties records to be completed on a monthly basis.

r.    Maintenance of the CO’s Fund Property Book.

s.    Compile and update biannually the unit additional duties register including a register for all clubs and societies and associated OICs.

t.    Guide and advise all ranks on dress, deportment and RAF ethos.

u.    Deliver a presentation on Station standards at all Station Arrivals Briefs.

v.    Co-ordinating and acting as the focal point for all external visits to No 4 SofTT or others involving RAF personnel based at MOD St Athan. 

w.    To act as the point of contact for all Wider Market enquires and to administer the Wider Market initiative iaw HA guidelines and policy.

x.    To carry out any such tasks or duties as requested by the CO on site at MOD St Athan (and where required, externally, such as external parades), and your FTRS TCoS.

y.    Control and monitor the Parking of Caravans and Trailers on Camp.

z.    Authorise Permanent Passes as necessary.

aa.    The ASO office desk phone is the main switchboard phone for the unit.  You are to respond to all incoming calls.

ab.    You are to compile and dispatch the monthly RAF F540.

ac.    You are responsible for the Barrack Block and Building Custodian lists.

ad.    Act as the lead for Station Compulsory Drug Testing, including updating the CDT action plan, provision of reports and coordination of tasking requirements for support and testing of personnel, and the initial reception of the CDT team who will report to you.

ae.    Following the implementation of the RAF HROM change programme, maintain a register of residual tasks (from the previous HR Flt) which require to be maintained within the Unit and the list of additional duty holders these tasks have been transferred to. Register to be reviewed with Chief of Staff on a monthly basis.

af.    Act at the JPA Actor focal point, with Actor permissions, and produce JPA nominal rolls, MISRs, miscellaneous JPA reports as required for the Unit function, and workforce trawls to support the Chief of Staff.

a.    Must either have been, or currently be, a WO (People Ops (Pers (Spt)) or a FS (People Ops (Pers (Spt)) eligible for promotion in accordance with AP 3392 Vol 2 Leaflet 560 and AP 3376 Vol 1. All Promotions will be ratified by means of a Promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.
b.    The successful applicant will be required to undertake Disclosure and Barring Service (DBS) Clearance.
c.    Competent at military staff work in accordance with JSP 101.
d.    Competent using Microsoft Office 2016 (Outlook, Word, Excel and PowerPoint).
e.    Occasionally be expected to travel to external events and meetings.
a.    Stakeholder engagement experience.
b.    Conversant with Office 365 and SharePoint.
c.    Hold a full UK Driving Licence.
d.    Good knowledge of JPA.
e.    Either hold, or have previously held, JPA Actor permissions and produced JPA nominal rolls, MISRs, and miscellaneous JPA reports.

The closing date for applications is 31 Mar 23 and interviews (unless prom board required) will take place week commencing 10 Apr 23. 

Unless already enlisted in the Reserve Air Forces the successful applicant will be required to be enlisted in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Home Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of up to 31st March 2024.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(HC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
