Unit Role: Reserve Forces & Cadets (RF&C) develops the Defence strategy and policy for Reserves, Cadets and provides specialist advice to Ministers, MoD staff branches and the Services on Reserve forces issues. 
Team Function: Working within Head Reserves (Hd Res) area, the Employer Engagement (EE) team provides direction on the Defence requirement for EE to the single Services and Council of Reserve Forces and Cadets Associations (CRFCA).
Position Role: Lead for Employer Engagement Policy, Employer Notification, Employer Support and assurance of Grant in Aid funding provided to CRFCA for delivery of Defence Relationship Management (DRM) capability.
Responsibilities:
• Develop EE policy in support of Defence People objectives, including liaison with a wide spectrum of colleagues including other policy teams in MOD, single Services, DRM, RFCAs, CRFCA and employer representative bodies such as the Federation of Small Businesses, Institute of Directors, British Chamber of Commerce, and ERS Gold Award Association. 
• Provide policy advice on EE (including Armed Forces Covenant) to Ministerial/CDP offices, RF&C and Defence People colleagues, single Service EE policy colleagues and Defence Relationship Management (DRM).  Team lead for Ministerial submissions.
• Manage the MOD grant in aid (GiA) of c£5.0M for DRM EE delivery on behalf of Hd Res as SRO. This includes holding CRFCA to account for: quarterly reporting on budget; ABC planning; in-year adjustments; and delivery of necessary measures to achieve Year-End targets (to include attending GGMF training and achievement of licence to practice if not already held).
• Monitor the EE Service Level Agreement (EE SLA) with CRFCA.  Scrutinise DRM/Regional performance against the policy framework and EE SLA objectives/targets.
• Lead for policy and strategy execution of Employer Support (ES) activity; own, develop, staff and advise on JSP766 (ES) and associated reviews.
• Lead on Employer Notification (EN) policy; write and staff annual Employer Notification Directive, collate annual returns and report to 2*.
• Planning and delivery of key national engagement events e.g Reserves Day, symposia, engagement conferences (through DRM).
• Oversee secretariat function for 2* Employer Engagement Executive Group (E3G) and any associated working groups.
Domestic Considerations: Post is based in MOD Main Building but degree of hybrid working can be supported with prior agreement with 2RO. 
Must have credibility and capacity to work collaboratively in environment where informal lines of authority are often more important than the organisational hierarchies. They must be credible and confident briefing up to 3* and ministerial level, and working routinely, independently at 2* level.
The successful candidate must:
• Be comfortable operating in a high tempo, high-profile policy area and be able to deliver effective solutions at pace.
• Have strong verbal and written communications and must be numerate and capable of reviewing and assessing basic accounts.
• Be capable of creating effective solutions to complex problems  based on timely decisions which take account of Defence People priorities and the impacts on delivery of EE effects at various levels within MOD, with other Departments and within the single Services.
• Demonstrate the  mental agility to assimilate complex or multiple pieces of information and adapt their own behaviour in response to new information or changing conditions.
• Be capable of identifying key stakeholders and considering differing perspectives of others.
• Be able to establishes appropriate connections in a diverse group and be able to build rapport to gain support and commitment from others. 
• Have completed ACSC or ACSC (R).
•Previous MOD Head Office experience in any policy area would be of considerable benefit.
•Experience of overseeing Grant/Grant in Aid or qualification under Govt Grant Management Function would be of considerable benefit.
•SO1 experience formation HQ working, and/or in a joint environment.
•Staff experience in Personnel policy or Regional Engagement.

Selection Process:  Selection by FTRS Boarding process in RF&C, subject to ratification by APC No4 Board.
Duty Travel: On occasion, the successful candidate will be required to travel within the UK for meetings/events with single Service and RFCA colleagues. Some overnight stays may be required but no un-planned or short notice activity is expected.
