The role of the Specified Officer (SO) in the Army Service Complaints Secretariat (Army SC Sec) is to decide whether a statement of complaint, or parts thereof are admissible as a valid Service Complaint (SC) iaw JSP 831 Pt 2 Ch 3 and to chair the Decision Level Admissibility and Appointments Board (DLAAB). 

  1. As part of the Centralised Admissibility Team (CAT), decide on the admissibility of Army SC within timeline.
  2. Conduct interviews with the Complainant and (as appropriate) any Respondents to inform the admissibility decision, explore Alternative Dispute Resolution (ADR) (informal resolution and mediation) and ensure an Assisting Officer (AO) and appropriate welfare support has been provided.
  3. Liaise with the CoC on the provision of ADR and welfare, and advise on the separation of parties in a complaint if required.
  4. Liaise with APC, Legal and other discrete departments and organisations to ensure that all others means of resolution have been exhausted (such as Special to Type investigations) before making a ruling on the admissibility of a SC.
  5. Select, appoint and direct suitably empowered Decision Bodies (DBs), in accordance with legislation and Defence Council delegated authority, as Chair of the Combined Admissibility and Decision Level Appointment Board (DLAAB).
  6. Be prepared to deliver SC briefings to key command/career courses as required, advise stakeholders, and any other secondary duties or tasks as directed by SO1 Ops or the SC Secretary.
  7. Contribute to Lessons, SC Reform and the continual improvement of the Army SC Secretariat.
  8. Act as Line Manger / Reporting Officer to Civil Servants and Military personnel within the CAT.

Domestic Considerations: Remote working is supported and enabled with appropriate IT. Regular on-site attendance of up to 3 days per week may be required.

IAW Reserve Land Forces Regulations Amendment 8, this post requires a staff trained officer with extensive operational, command and staff experience and is therefore offered under Full Time Reserve Service Home Commitment Reserve Staff Group (FTRS(HC)(RSG) Terms and Conditions of Service (TACOS).   

 

This post would suit a competent, conscientious and IT literate Staff Officer, ideally post-command, who has an interest in SP welfare. The successful applicant will enjoy working within a diverse, friendly and motivated mixed military and civil servant team focussed on the rewarding task of righting wrongs.  They should have resilience, be level headed and have emotional intelligence to manage participants in through the SC process.

 

The postholder must also be aware of the following:

- The requirement for absolute discretion as the incumbent will handle daily, confidential personal information of a highly sensitive nature.

- Attention to detail and the requirement for accuracy in their work as mistakes can have a disproportionate effect elsewhere in the Service Complaint process.

- Compassionate understanding of the nature of the work and the impact of undue delay in the process.
