A vacancy has arisen for a Sgt or FS People Ops to serve as People Ops Profession Support at HQ Air Cmd on Volunteer ex-Regular Reserve Terms and Conditions of Service (TCoS) (90 Days), with an initial proposed start date of 01 August 2023. Whilst the position is tied to HQ Air Cmd, the post is offered on remote working terms, ideally suiting someone able to work from home with the ability to dock into their local RAF Station or MoD establishment as and when required. There may also be occasional requirement to attend HQ Air for meetings or working group activity.

The successful applicant will work as part of the Profession Advisor Team (PAT) for People Ops primarily focusing on supporting the PATs development as a recently graduated Profession. Initially, the role will be heavily focused on successfully embedding Profession competence management to bau but as that activity settles, capacity will focus on networking with Reserve, Training, CM and AHR stakeholders to enhance Reserve integration within the Profession.  

The role, although established at HQ Air Command is able to be conducted remotely. There may be occasional requirement to attend HQ Air for meetings or working group activity.

Roles & Responsibilities

1.    Competency Assurance
-    Ensuring all People Ops JPANs have appropriate competences set to them
-    Administer changes to JPAN competences via SLIM
-    Behavioural analysis and address of any significant competence/proficiency growths in profiles (warding against creep and maintaining integrity)
-    A conduit for CM to resolve competence anomalies affecting Assignment selection

2.    Workforce competency analysis
-    Use and interpretation of MI to analyse Profession performance against competences held and proficiencies by org, TLB etc
-    Provide analytical outputs wrt competences/proficiency levels within the profession 

3.    Administering Competency awards by exception 
-    Using JPA Competency Administrator, upload any exceptional awards (rejoiners etc) to JPA (temp rqmt until automation is in place)
-    Focal point/first line support for Profession related competences
-    Decision making on awards by exception (will have a matrix and policy to steer decision supported by SO1/WO)

4.    Professions related support to the PA office
-    Lead for Profession related MI products (feeding presentations etc)
-    Data cleansing of Profession JPAN data via SLIM/WR (role titles, job values etc)
-    Maintenance of the Competency Framework specifically the KSEB/KPIs required to advance through the proficiency levels

5.    Supporting Reserve integration within the Profession
-    Profession team focal point for liaison with HQ Reserves to develop and enhance Reserve integration and maximise effective employment of PTVRs within the Profession using Competency MI to signpost best match to requirement.

Must either have been, or currently be, a Sgt or FS People Ops (formerly Pers Spt, TG17).

Confident operator of Excel for analysis, manipulation and presentation of data (Vlookup, Pivot tables, charts etc).

  • Experience of working in HQ Air
  • Experience of working as or with RAF Reserves
  • Familiarity with JPA and SLiM systems

Unless already enlisted in the Reserve Air Forces the successful applicant will be required to be enlisted in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on Volunteer ex-Regular Reserve TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 8 months, note the post will endure as FTRS(HC) from 01 Apr 24.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on VeRR TCoS are not entitled to service accommodation.
