Vacancy detail

A vacancy has arisen for a OF2 Flt Lt (Any) to serve as SO3 FSOC Cap at RAF High Wycombe on Full Time Reserve Service (Full Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 3 October 2022. 

The SO3 FSOC Cap role is required to lead an assigned Defence Space Portfolio (DSP) project and associated teams, delivering rapid technological solutions to the frontline, whilst assisting with the development and delivery of future Space-based ISR capabilities for UK Space Command. 

Responsibilities include the following: 

  • Lead the management of the assigned Free Space Optical Communications (FSOC) project and associated cross functional team, delivering operational outcomes using the most appropriate and efficient procurement methodology. 
    • Support the development of FSOC capabilities within allocated projects that support activities across the Defence Space Portfolio. 
      • As a desk officer, be responsible to the Programme Manager (SO1 DSP ISR Cap) for all specified project related functions and materials. 
        • Provide subject matter expertise to the UK Space Cmd leadership on how the assigned project should evolve to meet Defence’s requirements. 
          • Provision reporting on specific project to ensure it contributes to the DSP ISR Balance of Investment process (ensuring that it is coherent and effective), to inform investment decisions. 
            • Prepare and present staff work, as directed by SO1 DSP ISR Cap and SO2 FSOC Cap. 
              • Be prepared to represent UK Space Cmd in cross-government and international fora in the development of national and multinational Space concepts. 
                • Work with the Space Science and Technology team, and the innovation community, to set prioritised project goals in order to meet identified operational needs. 
                  • Support the Space Innovation Team by both informing them of project requirements and by the rapid adoption of directed concepts and demonstrators. 
                    • Manage Defence Science and Technology, and Research and Development objectives and activities, related to assigned project, in coordination with relevant organisations (including industry), to meet the DSP ISR capability development objectives.
                    • Must either have been, or currently be, a Flt Lt (Any).
                    • NSV DV STRAP
                    • Experience in the J3/5/C4ISR functions in Joint and sS environments highly desirable.

                    • APM Project Management Qualification (APM PMQ). 
                    • Agile PM Practitioner or equivalent, Cranfield University CAPAC (Defence Academy).

                    • Operational or staff experience in Space Command or Space Directorate. 
                    • Capability management experience preferable. Must be technically literate and numerate. 
                    • Technical CIS-related skills education and or background desirable.  
                    • Previous experience and/or the ability to learn Agile programme management and governance will be highly advantageous. 

                    Training: 

                    Attendance on the following courses to be completed within 3 months of assumption:   

                    • Foundation Space Operations Courses (FSOC), delivered through DLE 
                    • Financial Skills Certificate, delivered through DLE 

                    Attendance on the following courses to be completed within 6 months of assumption: 

                    • Capability and Acquisition (CAPAC) Fundamentals Course, delivered through DLE 
                    • Commercial Awareness for Non Commercial Officers, delivered through DLE 
                    • Project Delivery Courses including Agile, delivered through ILX 

                    Attendance on the following courses to be completed within 12 months of assumption: 

                    • Intermediate and Advanced Space Operations Courses (I/ASOC) delivered at Air and Space Warfare School, RAF Cranwell. 
                    • ISR Foundation Course.

                    Unless already enlisted in the Reserve Air Forces the successful applicant will be required to be enlisted in the Royal Air Force Reserves with a liability for call-out for permanent service. 

                    The appointment is on Full Time Reserve Service (Full Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 3 years.

                    Confirmation of appointment will depend on successful completion of a RAF Medical Board. Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis. 

                    Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying. 

                    Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a). 

                    Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant. 

                    Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS.  

                    Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage. 

                    Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT). Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if reqd). 

                    Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760

                    Personnel serving on FTRS(FC) TCoS are entitled to Single Living Accommodation (SLA) and Service Families Accommodation (SFA) as per Regular entitlements.
