Primary Purpose

The primary purpose of the ECPO within HMS TEMERAIRE is to provide a safe organisation, with a particular focus on being the Building Fire Focal point and the 4Cs Building Coordinator within the Establishment 

Duties

The ECPO is to:

a.    Be the Building Manager with specific responsibility as the Building Fire and Business Continuity Focal Point and 4Cs Building Coordinator.

b.    Deputise for the First Lieutenant in his absence.

c.    Manage the Executive vehicle and be the Authorising Duty Officer (ADO).

d.    Be Central Fund Treasurer.

e.    Be the Assistant Security Officer.

f.    Be Divisional Senior Rate (DSR) for Gym Runners.

g.    Be the AINU (PLR) Holder for Executive Department.

h.    The Establishment Energy Warden.

j.     Be TEM Duty Officer (TDO) Roster Manager.

PRINCIPLE TASKS

The ECPO will primarily be responsible for:

a.    Managing the HS&EP organisation and ensuring that HMS TEMERAIRE complies to all current RN, UK and EU safety legislation, updating Command and staff on any risks or changes to legislation.

b.    Act as the Buildings Manager for buildings 022 & 031, manage the Establishment Business Continuity plan and coordinating defect reporting and maintenance with the Fleet Facilities Manager.  

c.    Carrying out the role of 4C’s Area Custodian, ensuring that all visiting contractors and visitors to the site are fully briefed on the relevant hazards they may encounter whilst working at HMS TEMERAIRE 

d.    Carrying out the role Authorising Duty Officer, authorising duty trips for the Executive Car
 
e.    Act as the Central Fund Treasurer. Responsible for holding the cash float, Reconciling the Bank Account and ensuring that all transactions are recorded correctly. 

f.    Supervise the Swimming Pool Manager, ensuring the smooth running of the pool and that all activities are carried out in accordance with HSG179 (Third edition 2003) 


The ECPO will be responsible for the following secondary tasks:

a.    Assistant Security Officer, deputising for the 1LT in their absence.

b.    Deputising for the 1st Lt in their absence.

c.    Divisional Senior Rate (DSR) for Gym Runners, reporting any concerns to their DO’s and completing Temporary Employment Plans for them when they leave.

d.    AINU custodian for Executive Department, ordering and returning stores item 
as required.

e.         Energy Warden, ensuring that the buildings power systems are being used 
in the most efficient manner.

f.       TDO Roster Manager

Must be an OR7 of ANY specialisation. OR6 applicants with a recommend for the next higher rank in their most recent OJAR will be considered. 

OR8 applicants, if successful, will only be paid as and wear the rank of OR7.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.



The following courses will be required (training can be undertaken once in post):

  • NEBOSH General, Managing Safety  - SHEF Manager and Risk Assessor
  • Managing Health & Safety in the Workplace. 
  • Workplace Risk Assessor
  • Introduction to Environmental Protection
  • Building Managers course
  • First Aid in the Workplace
  • Divisional Officers Course
  • Energy Wardens Course 

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.




INITIAL COMMITMENT LENGTH WILL BE 12 MONTHS WITH POTENTIAL TO EXTEND

The Anticipated Start date for this position is ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rate, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rate or more above or one rate only below the advertised rate. Applicants one rate below may be employed in the acting higher rate (excluding the advertised rate of WO2 or WO1) if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rate then the rate worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 Permanently Unsuitable Naval Service through the MBOS and Employability Board will not be considered.

Ex-Regular Reserves other ranks of an equivalent rank from sister services may apply, however will have to transfer to the RFR and conduct a period of Marinisation if they are selected as the preferred candidate.
