A vacancy has arisen for a Flight Sergeant or Warrant Officer (Any Profession/Trade) to serve as FS-WO Careers Engagement (CE) in Swansea on FTRS (LC) Terms and Conditions of Service (TCoS), with an initial proposed start date of 31 July 2023 (or earlier subject to candidates’ status).

This post is predominantly remote working in the allocated geographic area, although the post holder will be required to visit and support the recruiting hubs (AFCOs) as required.

Job Description

Careers Engagement staff are directly responsible for planning, executing, and assessing Recruitment and Selection (R&S) interaction with groups or individuals who are eligible to join the RAF, or may do so in the future. The main bulk of this task is carried out in Mainstream Multicultural Education Establishments (EEs): schools, colleges, and universities in the Swansea and Wales Area. As FS-WO Wales Area Careers Engagement Flight (CEF) you will be responsible to the OC CEF for: implementation of the Area Careers Engagement Plan (CEP); management and administration of the Area’s CE effort; monitoring and recording Area CE activity; overall maintenance of standards of CE delivery; supervision and welfare of the Flight’s CE personnel; acting as 2i/c of the CE Flt and OC in the OC’s absence. You will support OC CEF in the creation of the Area CEP; this will be based on the National CEP and you and your flight’s analysis of the Area’s recruiting environment. The post holder will maintain existing relevant relationships in support of CE and identify and establish new relevant long-term, close-working relationships with key establishments, influencers, and gatekeepers within the engagement area. In addition, you will be required to support CE delivery and attend careers fairs, apprenticeship events, graduate recruitment fairs, and at each provide a positive message about the RAF as a career of choice. 

In addition to the work with EEs, CE staff are required to build and maintain links with the RAFAC. In accordance with the National CEP, you should ensure appropriate coverage of RAFAC wings, sectors, units, and events through a coordinated visit program. You should also identify and develop working relationships with other youth organisations and education partnerships where the RAF can work with pre-eligible or eligible individuals and groups. This is particularly important in groups where the demographic is under-represented in the RAF.

Core Objectives:

All R&S personnel are responsible through the CoC to Gp Capt R&S for meeting the following core objectives:

•    Main Effort (ME). Achieve the specified degree of candidate diversity within the delivery of the Into Training Requirements (ITRs).

•    Women. Raising the profile to improve women representation across all professions through focused careers engagement, marketing, and recruitment practices, in support of the PM’s directive.

•    Ethnic Minorities (EM). Improving EM representation across all professions through focused careers engagement, marketing, and recruitment practices, in support of the PM’s directive

•    Under 18s. Improving recruitment of Under 18s, with an emphasis on Apprenticeships and DfE guidance that allows students to leave school at 16 for an RAF career, through focused engagement, marketing, and recruitment practices that informs candidates, their parents (or carers) and the broader education community. 


Core Responsibilities


•    Meeting the targets set by OC CEF and working closely with the OC CEF to support the preparation and execution of a comprehensive Area CEP to identify and prioritise measurable CE targets.

•    Acting as line manager and 1st RO for the Area’s CE Flt and direct and coordinate their activities.

•    Ensuring that all CE personnel are trained to an appropriate standard in the tools of CE delivery.

•    Working with AFCOs, Specialist Recruiting Teams (SRTs), CCLOs and HQ R&S to maximise engagement opportunities. 

•    Assisting AFCO processing where sufficient capacity exists, and as requested by AFCO staffs through HQ staffs and OC CEF.

•    Act as inventory holder for all Area CE equipment and be responsible for all CE Vehicles 

Routine Objectives: Undertaking and contributing to RAF CE activity as directed, both in and outside working hours and at weekends, by:

•    Delivering careers presentations at selected EEs and other venues that may involve travelling significant distances and/or entering locales requiring pre-assessment of local security conditions.

•    Representing RAF R&S at events such as shows and careers fairs, (duties which may include carrying heavy loads, such as boxes of recruiting literature and/or bulky display items, and then manning stands and other platforms for prolonged periods of time, often without regular pauses for rest and/or refreshment).

•    Visiting, establishing close relations with, and delivering CE activities to units of the (ACO).

•    Further utilising the knowledge and skills associated with your own profession in support of specific CE events and/or activities.

•    Acting as role model for the youth population, both on and off duty, but most especially at public events, shows and exhibitions.

This role will involve some evening and weekend work and applicants must also be prepared to travel with some duties involving overnight stays within Limited Commitment terms of Service.

  • Must either have been, or currently be a Flight Sergeant or Warrant Officer (Any Profession/Specialisation) or a Sgt (Any Profession/Specialisation) eligible for promotion in accordance with AP 3392 Vol 2 Leaflet 560 and AP 3376 Vol 1. All Promotions will be ratified by means of a Promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.
  • Must be prepared to work autonomously and prioritise workload without close supervision, albeit with recourse to advice and direction from CE Line Management and senior personnel within the HQ R&S Chain of Command.
  • Must be prepared to travel routinely throughout the Wales Area
  • Must possess a full UK driving licence.
  • Depending on previous experience, the successful applicant will be required to attend key elements of the PSTS Recruiters’ Course held at HQ R&S.
  • The successful applicant will be required to undergo a Disclosure and Barring Service (DBS) check.
  • Should have practical experience of working in the Wales Area and if possible local knowledge of Educational Establishments, and other external bodies/agencies.
  • Should be permanently resident in the Swansea area or be prepared to move to this area.
  • Should have previous experience of RAF recruiting and/or delivering engagement activity on behalf of the RAF.
  • Should possess excellent communication and presentational skills.
  • Should have broad Service and administrative experience, with an adequate knowledge and understanding of all current RAF Professions and Specialisations.
  • Should possess adequate working knowledge of basic IT (MODNET and MS Apps).
  • Should have some experience of working with, or as a member of the RAF Air Cadet organisation and RAF Reserves.

Unless already serving in the Reserve Air Forces the successful applicant will be required to be attest into the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on FTRS (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period until 31 Mar 25. However, subject to formal confirmation, there may be a possibility to extend by a further ‘12’ months to 31 Mar 26. 

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, it is unlikely that Service accommodation will be available in the Swansea area.
