The DTSO SPTA Camps is responsible for supporting the STSO and the LSO in the day-to-day logistic management of the 3 Training Camps on SPTA (Westdown, Knook and Rollestone Camps) for authorised users to support the endorsed and contingent training requirements of Defence.  The post holder is to be fully compliant with the IP Service Support contract regarding the contractor’s responsibility in delivering the camp facilities and the limitations therein. The post holder requires previous military experience in order to understand camp facilities management, ideally having been employed as a unit RQMS or CQ/SQMS.  The post holders’ duties will be wide ranging and therefore must be conversant with all the relevant JSPs’ and DSAs’ regarding mandatory regulations for MOD stores and equipment, vehicle management (Assistant ADO Duties), OME storage (ESR Duties), POL storage (Spillage Response Planning) and Fire Safety regulations.

 

In addition, the DTSO Camps works in close conjunction with the IP Contractors three Training Camp FM Supervisors ensuring that training units, lodger units and other authorised users of the camp facilities comply with RSO Part 1 and Part 6.  The post holder will support the SPTO in providing compliance assurance by monitoring the use of all training facilities within the training camps.  The post holder will provide advice and support to The IP contractor and the user as necessary to facilitate efficient and effective use of the camp facilities, if necessary correcting non-compliance.  When required, the DTSO Camps will be supported by the three TSMs’ appointed to the Camps for any ill-discipline or non-compliance issues.  The DTSO Camps will support the STSO in ensuring that site specific Standing Orders and Risk assessments where required are complete and in date.

Leadership and Management (20%)

 

  • Coordinate and support the team in order to demonstrate a personal commitment to the DIO Guiding Principles.
  • Promote strong working relationships with Regional Delivery Overseas & Training and with stakeholders.
  • Develop others and assist them in delivering departmental goals
  • Support the STSO and LSO in ensuring compliance with mandatory requirements e.g. H&S, Fire Safety, Explosive Safety, USRP and POL management.

Provide a safe place to train (25%)

 

  • Support the STSO in providing compliance and assurance by monitoring the use of all training facilities within the training camps is accordance with SPTA Range Standing Orders (RSO), OME Storage in accordance with DSA03 OME Pt2, camp security and weapon storage in accordance with JSP 440 and general camp discipline.
  • Manage Unit Spillage Response Planning (USRP) and Health, Safety and Environmental Management in accordance with current legislation and MOD regulations. 
  • Support the STSO in ensuring that site specific Standing Orders and Risk Assessments, where required are completed / reviewed and in date
  • Conduct OME and weapon assurance briefs and camp safety user briefs.

Be the Appointed Person (AP) for Fire safety Management across the three camps in SPTA

G4 responsibilities, Logistics and Equipment Support (15%)

 

·       Support the STSO and assist the LSO in the day-to-day logistic management of the three Training Camps on SPTA, (Westdown, Knook and Rollestone Camps) for authorised users in order to support the endorsed and contingent training requirements of Defence

·       Work with the STSO and LSO to ensure the mandatory camp infrastructure inspections are conducted in time and in accordance with current policy and initiate repair work as required.

·       Assist the LSO in the day to day management, control and accounting of public stores.  Support through stockcheck and regular management checks in Material Account Classification Code (MACC), P and L levels and camp equipment on account.

·       Assist the LSO in managing the camp infrastructure across the three Camps in relation to repairs and maintenance and health and safety statutory compliance and the wider estates management plans.

 

Industry Partner (IP) Service Support Contract monitoring (15%)

 

·       Be fully conversant with the contract regarding the IP Service Support contractor’s responsibility in delivering the camp facilities.

·       Provide advice and support to CoC, IP Service Support contractor and the user as necessary to facilitate efficient and effective use of the training camp facilities, if necessary, highlighting and correcting non-compliance when authorised to do so.

·       Mediate between the user and the IP Service Support contractor regarding the use of camp facilities

·       Host, brief and advise in conjunction with IP Contract Camp Team FM Supervisors user visits & recces. 

 

Liaison and integration with the Camp Users and Westdown Camp Lodger Units (10%)

 

·       Be the point of contact (POC) for all camp user across the three camps and the Westdown Camp Lodger Units. Regular liaise and interact with all SPTA stakeholders.

·       Support the STSO in maintaining effective liaison with DIO, the Industry Partner (IP) and local stakeholders in order to foster collaborative working, safeguarding the reputation of the MOD and maintain consent to train. 

·       Ensure all camp users are informed, current and utilising camp facilities in accordance with SPTA Range Standing Orders (RSO) Part 6 – Units Occupying Camps.

·       Travel regularly around the SPTA Camps Area of Operations (AO) and liaise with IP Camp staff.

·       Work closely and develop a strong co-operative partnership with the IP Regional management.

 

 

 

 

 

 Camp Security and Discipline (10%)

 

·       Be the first point of contact for ill-discipline issues and non-compliance matters

·       Assist the TSO (S&A) in the day to day management of the security and access requirements of the SPTA camps in accordance with JSP 440 and SPTA Range Standing Orders (RSO).

·       Meet regularly with all camp users and support or advise where appropriate in relation to any breakdown, or potential breakdown, in areas relating to camp discipline and/or non-compliance of RSO policy.

·       Support the TSO S&A and the MOD Guard Service (MGS) when required in relation to camp issues.

 

 Any other Tasks appropriate to Grade (5%)

 

  • Previous experience to understand military procedures for Camp Facilities and Estates Management – (Essential)
  • Previous experience to understand Material Accounting, Fuels and OME storage and management – (Essential)
  • Previous experience and understanding of MOD/Commercial contracts management. Hard & Soft services – (Essential)
  • Previous military experience ideally having been employed as an RQMS or CQMS (Essential)
  • Must have held All Arms Independent RQMS/CQMS Qualification – (Essential)
  • Must hold a full UK driving licence – (Essential)
  • Previous experience in Fleet Management (Desirable)
  • Be conversant with all relevant DSAs’, JSPs’ and Defence Code of Practice for MOD Material Accounting and Equipment Support, Vehicle Management, Ordnance Munitions and Explosives regulations, Explosive Storage Representative Duties, Fuels and Lubricants Management, Unit Spillage Response Planning and Fire safety Management – (Desirable)
  • Unit Equipment Care Manager – (Desirable)
  • Unit Safety Officer and/or NEBOSH National General Certificate – (Desirable)
