Primary Purpose.  The primary purpose for CMR SO2 Pers (N1) is to provide D&G on personnel issues, personnel administration and logistical oversight affecting the Maritime Reserves.

Secondary Purposes:

As the HR professional provide advice to Command, Units and the RN on all personnel matters pertaining to the MRs.

To act as OIC of the four Regional Support Units (RSU) - Scotland and Northern Ireland, Northern England, Eastern England and Wales and Western England.

Act as the HQ Command Legal Adviser for Service Complaints/Representations in support of MR Deciding Bodies (OF5s) and Higher Authority.

Act a Deputy Chief of Staff (DCOS) to CMRHQ.

As a HQ Desk Officer contribute to the overall daily management of RNR and RMR routine business in conjunction with COS HQ, SO1 RNR, SO1 Training, SO1 RMR, SO2 RMR, SO2 Training, SWO and RSM.

Undertake any Additional Training as directed.

PRINCIPAL TASKS

  • As follows:
  • To provide appropriate legal, command and logistic advice to COMMARRES and OF5s as required.
  • To provide advice and guidance to those dealing with Service Complaints and Representations and to act as an Investigating Officer on behalf of COMMARRES when required.
  • To co-ordinate, organise and advise on Bounty Waiver procedures and to act as Secretary to the Bounty Waiver Board.
  • To provide advice on pay and allowances pertaining to Reservists and to liaise directly with all interested parties to include: PPA, RSUs, Units and individuals.
  • Manage, develop and implement pay, allowances, charges and recovery action as required.
  • To act as 1RO to OIC RSUs and SO3 (Pers), 2RO to MRAC and RSU LHs and above and 3RO to RSU AB Wtrs.
  • To ensure the OiC of the four RSUs provide the appropriate administrative services iaw Tri-lateral SLA by undertaking weekly meetings and providing monthly assurance visits.
  • To act as the Tri-lateral SLA Editor for RSUs, Capt (R&A) and BRNC Cdr U to ensure correct delivery of RSU services.
  • To act as Editor for CMRHQ Standing Orders and Maritime Reserves Directive.
  • Coordinate all new and updated HR processes for inclusion in the relevant BRs/JSPs.
  • Authorise Disability Allowance Claims on behalf of COMMARRES.
  • To provide staff work support to CMR HQ iso COMMARRES’s priorities and objectives.

Must be an OF3 of the Logistics specialisation. OF2 applicants with a recommend for the next higher rank in their most recent OJAR will be considered. 

OF4 applicants, if successful, will only be paid as and normally wear the rank of OF3.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

The post holder requires the following specific competencies:

ILOC qualified

ICSC(M)

Pass for PLC 

Experiencd with Win 0365, Teams and MODNet

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 12 MONTHS WITH POTENTIAL TO EXTEND

Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
