Primary Purpose:
To conduct Marine Engineering Operational Sea Training in HM Ships, RFA Vessels and Foreign Warships as directed by the ME Planner, in accordance with IBOS, FOST Staff Instructions & FOST ME Temporary Instructions.

Secondary Purpose:
1. To carry out the additional individual staff responsibilities indicated in current SMEOTEM.
2. To provide advice and specialist system knowledge on engineering matters within their experience to MESROs.
3. To implement FOST ME Training philosophy and methods (i.a.w. IBOS, FOST ME Forms, Staff Acquaints and other relevant instructions) and propose updates where necessary.

Primary Responsibilities:

  • Conduct Material Assessment and Safety Checks or Directed Continuation Material Checks and compile reports for approval by the Lead MESRO. 
  • Conduct Operational Sea Training of ships’ ME Departments in accordance with the FOST Syllabus book and FOST Sea Training programme. 
  • Write up and assess serials utilising the appropriate FOST ME DART and electronic report form; provide three copies of those reports distributed as follows: SMEO, Ship’s CO and MEO as soon as possible following completion of the serial or at least within 24 hours. 
  • When nominated as lead team for a given ride, assist with activities to ensure that all pre, during and post ride actions are completed at the appropriate time (IBOS 2.2.1 refers). 
  • Representing the nominated lead MESRO in their absence. 

Secondary responsibilities

  • Act as Divisional Officer to nominated MESRI in accordance with BR3 Ch 21. 
  • Carry out additional duties or responsibilities (in addition to those defined in current SMEOTEM MESRO/ MESRI Additional Responsibilities as required by DHOD. 
  • Comply with FOST’s Health and Safety policy and maintain a statutory duty to take all reasonable care for their own Health and Safety and that of those persons who may be affected by their work. All incidents that result in injury or near miss must be recorded on a NSORS and also reported to the FOST ME Health & Safety Rep; and any necessary subsequent actions (i.a.w. current legislation) taken.  
  • Promote awareness and assess compliance of Health & Safety and Environmental policy on ships under training. 
  • To assess Best Practice on ships under training, and where appropriate record that Best Practice in the “Best Practice Database” folder i.a.w. current instructions. 
  • To ensure that CBRN script amendment or improvement proposals are communicated back to the relevant Ship Class/Vessel Sponsor; using the “Script Amendment Proposal Form”. 
  • To review and update FOST ME Forms, DART and IBOS for which they are the individual sponsor (as detailed in current SMEOTEM), on an annual basis. 
  • To carry out the duties of FOST Assistant Unit Liaison Officer (AULO) as directed by DHOD. 

Must be a serving Regular or Maritime Reserve  OR7  or Ex-Regular  OR7  of ME   specialisation.

  • High Voltage (HV) Competent trained.
  • FOST Induction Course.
  • Completed a Full Complement Billet Job at Sea in the rate of CPO(ET)(ME) as a Head of Group.
  • In date for dry drills.
  • Remain in date for NCT i.a.w current RNTM.
  • Completed FOST(S) CMI Level 3 Sea-Rider Coaching Certificate Course

CORE & FUNCTIONAL COMPETENCE / KEY SKILL
1. A thorough knowledge of RN ME and CBRNDC training policies and principles governing procedures for operating and operational safety.
2. Lead (or support the nominated OF3 lead) to direct, shape and influence the delivery and conduct of objective and comprehensive ME training and assurance which satisfy the needs of the Force Generation cycle, initial acceptance into Service and Continuation Training for the maintenance of Operational Capability.
3. Direct and manage FOST(S) subordinate MESRIs to ensure that staff are suitably experienced, qualified and empowered to deliver effective, quantifiable and independent assurance of RN training capabilities.
4. Present the outcomes of FOST(S) training in serial debriefs accurately, honestly and, where necessary, robustly, in order to ensure that the risks arising from any safety, capability or training shortfalls are fully understood by the ship and FOST(S).

To deliver the core competences above requires a strong functional skill set encompassing: ability to engage constructively with personnel and utilise the appropriate coaching and mentoring techniques; the ability to apply, interrogate and, where necessary, challenge safety & performance standards and a thorough knowledge of the wider structure of Defence and its key Maritime interfaces.

In support of this, the incumbent must have completed at least one sea draft as a MESRI, received a recommendation for position, completed all mandatory TEMS and the FOST(S) MESRI Endorsement programme to qualify as a MESRI.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank/rate, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank/rate or more above or one rank/rate only below the advertised rank. Applicants one rank below may be employed in the acting higher rank (excluding the advertised Rank of WO2 or WO1) if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank/rate then the rank/rate worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged through the MBOS and Employability Board will not be considered.

Applicants of an equivalent rank from sister services may apply, however Ex-Regular or Volunteer Reserve Officers and Volunteer Reserve Other Ranks will only be accepted if they are FIRST accepted into the RNR or RMR and only if an appropriate specialisation sponsor can be identified to sponsor the applicant. Ex-Regular Other Ranks will be accepted but will have to transfer to the RFR.
