Preamble:

The Maritime Domain Awareness (MDA) Programme is a NAVY DIGITIAL construct to deliver Information Advantage to maritime operational commanders.

UKMTO is an MDA operation which aims to support maritime commanders and international maritime trade to make informed maritime security related decisions within the Gulf Region. 

UKMTO(Dubai) is a team of 3 personnel that represents the forward based level 1 element of UKMTO that contributes to regional Freedom of Manoeuvre, Freedom of Navigation and maritime trade, conducts regional liaison and reassurance on behalf of COMOPS/Navy Command.

Primary Purpose: 

Contribute to UKMTO mission objectives, working closely with the Maritime Trade Information Centre (MTIC) to promote UK interests and maintain regional sea lines of communication through reassurance of maritime trade, liaison with international maritime industry representatives operating or based in the Gulf Region, providing information, advice and reassurance in accordance with HMG and MOD policy and direction.

Secondary Purposes:

Act as UKMTO’s regional Subject Matter Expert (SME) for the Gulf Region, working with the MTIC to provide specialist maritime trade information and advice to Commander Operations (COMOPS) and UK Maritime Component Commander (UKMCC).

The post holder is to carry out the following tasks:

a.    Promote the UK’s MTO capability within the region to extend its influence therefore enriching the UK’s wider national RMP. 

b.    Develop and maintain relationships with key regional actors to influence Maritime Security policies and understand regional security threats, objectives, capabilities and intents to inform and enhance UKMTO and MDA regional products and capabilities.

c.    Provide reassurance and advice to masters, crews, international maritime trade, Industry representatives and regional military entities iaw UKMTO’s mission objectives and Best Management Practice through ship visits, briefs and regional engagement opportunities.

d.    Maintain close links with MTIC to monitor, support and report maritime security incidents in the Broader Middle East (BME) and facilitate information flow between Industry, regional actors and wider UKMTO/MDA interests.

e.    Exploit the UK White Shipping Picture (MTiS), liaising with MTIC as required, to ensure this is optimised for the Gulf Region to enhance UK MDA.

f.    Convene the Maritime Information Exchange Vessel Operators Meeting (MIEVOM) to promote exchange of maritime security related information between Industry and military partners in the Gulf Region.

g.    Contribute to operational, contingency and exercise planning within the Gulf Region and as required by COMOPS, UKMCC and other regional maritime component commanders.

h.    Produce and disseminate a weekly industry releasable UKMTO report.

i.    Act as 1RO to RN/RNR personnel assigned to UKMTO(Dubai).

The post holder will carry out the following Establishment Duties:

a.    Responsible to RNLO Gulf / CO NP1023 for the management of all staff assigned to UKMTO (Dubai) / NP1023 to ensure compliance with FCDO regulations under the One-HMG platform directive.  

Essential competencies:  

RN - Must be a serving Regular or Maritime Reserve OF3 or Ex-Regular OF3 of Warfare Specialisation

Driver - UK driving license

Security Clearance - SC minimum

Staff officer - Warfare (X) or MTO course and Briefing Officer's course desirable

Command - I/C small RN or RNR unit preferable

Merchant Navy - Experience of maritime industry preferable

Security Clearance - DV desirable

Operational - Operational and exercise planning desirable

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

INITIAL COMMITMENT LENGTH WILL BE EITHER 12 OR 24 MONTHS DEPENDING ON INDIVIDUAL CIRCUMSTANCES

Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
