To develop and deliver a safe, secure and sustainable Training Estate in order to meet the endorsed and contingent training requirements for Defence and OGDs as required and manage infrastructure requirements on the UK DTE.   The Regional Commander Defence Training Estate East Principal Training Safety Officer (PTSO) & Head of Establishment for all DIO establishments within his area of responsibility (AOR), and is responsible for the management and control of all ranges including air weapons ranges and training areas in accordance with Joint Service Publication DSO3  The Handbook of Defence Land Ranges Safety and the provision of Training on Private Land (TOPL) within the AOR.  The PTSO is accountable to Head Overseas & Training Region through the Comd UK Defence Training Estate.Responsibilities:  1. Responsible for direction, policy and oversight of the management and control of all activity on the UK DTE East by UK DTE Authority Staff to ensure safe, sustainable and efficient use is made of facilities.  
2. Act as HOE and CO RAU as laid down in DSA 3, OME Pt 3 including safe management of ranges, trg areas and facilities and Line Manager for UK DTE Authority Staff and responsible for all DIO Training establishments in the AOR.
3. Initiate and develop area plans for Training Estate lifecycle replacement and the development of new/enhanced training infrastructure in accordance with Defence training requirements for inclusion in the Command Infrastructure Delivery Plan (CIDP). Maintain programmes to maintain, sustain and develop the estate and infrastructure.                                                                                                                                                                                                                                                                                                                                                                         4. Act as the Regional Contract Authority and monitor industry partners to identify failures and variances in service delivery and performance.                                                                                                                                                                                                                                                                                   5. Budget Holder for Public Funds and Managing Trustee for Service Non-Public Funds.
6. Be prepared to provide military advice to authorised users of the training estate and facilities, including sustainability and waste.                                                                                                                                                                                                                            7. Authority representative for provision of military judgement for trg estate rationalisation and disposal programmes including leased, licenses and TOPL.                                                                                                                                                                                                      8. Maintain / develop relationships with the Industry Partner, Defence Communities, national / local stakeholders, Land Agents, and Tenants.

Staff experience, Experience of operations / training
Experience of Live Fire Training and Safe Systems of Training beneficial
Range Safety Qualified (although training provided)
Contract Management Experience
P3M Experience
ACSC / ICSC(L)
H&SAW experience
SA(A) 90 or SA(B) 90 Range Qual, Cbt / Cbt Sp with operational trg experience, Previous operational experience highly desirable
FTRS Application through to boarding
Civill service policy and leadership experience.
Rural estate management experience beneficial.
Media and comms training useful
