A vacancy will arise for a Chief Technician – TG1 (Any) - to serve as Training Requirements Liaison Officer (TRLO) at RAF Cosford on FTRS(LC) Terms and Conditions of Service (TCoS), with an initial proposed start date of 25 March 2024 (or earlier, subject to position becoming vacant and candidate status).

TRLO is a pivotal role within the Defence School Aeronautical Engineering (DSAE) working across 3 Defence sites and with industry representatives. TRLO will be responsible for provision, support, and safety of all avionics elements of Ground Training Aids (GTA) to enable the effective delivery of avionics technical training across the DSAE. 

TRLOs assists the DSAE training delivery area Subject Advisors (SAs) with drafting equipment Statements of Requirement (SoR) and ensuring SoRs are thoroughly investigated to ensure that the requirement cannot be satisfied by existing training equipment. The TRLO will monitor the progress of all SoRs and GTA projects within the avionics trade, allocated areas and DSAE sites.

Other responsibilities include fulfilling the role of both delivery team and engineering support for legacy equipment; engagement with training design and training delivery organisations to ensure course specifications and training objectives and conditions support future needs; nominated lead TRLO for the School of Army Aeronautical Engineering (SAAE) at MOD Lyneham. 

Responsibilities

  • Assist the DSAE School’s Training Delivery SA with drafting Statement of Requirement.
  • Ensure SoRs are thoroughly investigated to ensure that the requirement cannot be satisfied by existing training equipment.
  • Register all SoRs on the TES&S SoR Portal.
  • Monitor the progress of all SoRs and GTA projects within the avionics trade, allocated areas and DSAE sites.
  • React and respond to training delivery squadrons and support agencies to provide support and guidance to reduce the risks to training.
  • Liaise with supply management for obsolete items, contacting OEM and DA of bespoke equipment for spares and repair.
  • As far as possible, conduct the role of both DT and Engineering Support for legacy equipment.
  • Engage with AETDT and JTDT at the earliest opportunities to ensure course specifications, training objectives and conditions support future training equipment needs.
  • Attend all Contract Support Meetings and Post Design Meetings for equipment within the avionics trade, allocated areas and DSAE sites as required.
  • Ensure the Training Delivery Area SAs complete monthly equipment returns and Quarterly Reports for their respective GTA.
  • Nominated lead TRLO for avionic matters within the DSAE and SAAE, MOD Lyneham. 
  • Co-ordinate regular visits providing support for GTA related issues and enquiries.
  • Secure support to attend trade and industry forums, ensuring the TRLO keep up to date with developing technologies in order to remain an intelligent customer.
  • Identify training equipment no longer required and assist the delivery areas and the supply organisation in the disposal of such equipment.
  • Maintaining and providing evidence of ongoing, relevant Continuous Professional Development (CPD).
  • Must either have been, or currently be, a TG1 Chf Tech (Any) or a TG1 Sergeant (Any) eligible for promotion in accordance with AP 3392 Vol 2 Leaflet 560 and AP 3376 Vol 1. All Promotions will be ratified by means of a Promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.
  • Hold a full UK driving license and will be required to obtain an FMT 600.
  • Excellent interpersonal skills.
  • Able to communicate effectively and develop relationships at all levels.
  • Applicants should be confident speakers with experience managing/delivering bespoke presentations to wide ranging audiences, both within the RAF and civilian sector.
  • Strong organizational skills with the ability to motivate other team members.
  • Work unsupervised and within a team environment.
  • Effective IT and Keyboard skills.
  • Excellent personnel management skills.
  • Working knowledge of the Defence Systems Approach to Training.
  • Background in course design and the development of training.

  • Quality & Assurance understanding (AP100c-10).

The closing date for applications is 15 December 2023 and interviews (unless prom board required) will take place week commencing 29 January 2024.

Unless already enlisted in the Reserve Air Forces, the successful applicant will be required to be enlisted in the RAFR with a liability for call-out for permanent service.

The appointment is on FTRS (LC) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board. Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment. Prior approval must be sought from the relevant Branch & Trade Advisor to confirm current experience prior to being invited to interview.

Applicants of an equivalent rank from sister Services may apply but will only be accepted into RAFR service if an appropriate branch/trade sponsor can be identified to sponsor the applicant. Branch/trade sponsor approval must be agreed before the interview.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Admin Discharge.  Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements.  In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
