A vacancy will arise in December 2022 for a Group Captain to serve as Regional Commandant Scotland and Northern Ireland Region (RC S&NI), Royal Air Force Air Cadets (RAFAC) on Full Time Reserve Service (Limited Commitment) (FTRS(LC)) Terms and Conditions of Service (TCoS), with a start date not before 1 December 2022.

The RC is responsible to Comdt RAFAC for the productivity and effectiveness of S&NI Region, specifically: the processes that guide day-to-day delivery of the Air Cadet offer; engagement with key stakeholders to optimise allocation of resource; ensuring the safe and effective conduct of activity; driving value-for-money across operational and tactical delivery settings; and, contributing as an OF5 Champion to the cultural and business change required of RAF Air Cadets Astra. By 1 April 2023, the RC will also take responsibility for the Combined Cadet Force (CCF) RAF Sections within the Region.

The role involves significant travel throughout the Region and a proportion of the working time is conducted outside of normal working hours. The incumbent will be expected to work flexibly and occasional evenings and weekends, and must be prepared to self-drive using a Service vehicle.

Position Responsibilities

  • Manage day-to-day operations through collaboration with senior Cadet Force Adult Volunteers (CFAV) and permanent staff in Region and Wing HQs, including coordination of activity and key cadet events.
  • Provide performance, risk and programme management information to enable timely and well-informed business decision-making.
  • Deliver allocated RAF Air Cadets Astra initiatives, collaborating with senior CFAV and permanent staff in RAFAC, Region and Wing HQs.
  • Operate as Duty Delivery Holder for Regional shooting activity, ensuring that it is delivered safely, in compliance with relevant policy, and within a Just Culture.
  • Assist Comdt RAFAC, in their role as Head of Establishment, in delivery of the Safe System of Training through the provision of safe people, safe equipment, safe material and safe environment.
  • Actively manage safeguarding risk and act as Deciding Officer as required in relation to safeguarding and complaints casework.
  • Engage with staff and higher HQs regarding morale, well-being, diversity and inclusivity, change proposals and business planning.
  • Must either have been or currently be a Group Captain, or Wing Commander who is eligible for promotion in accordance with AP 3393 Vol 1 and AP 7000. All promotions will be ratified by means of a Promotion Board.
  • If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.   
  • Experience of the practical application of safety management.
  • Experience of planning and leading change, expert in delivering results.
  • Excellent communication skills.
  • Evidence of fulfilling roles that require a breadth of perspective.
  • Resilient, with background in driving efficiency and productivity.
  • Experience of leading a hub and spoke arrangement of devolved units.
  • Innovative thinker with a focus on developing creative solutions
  • Knowledge of the volunteer dynamic, in school and community settings.
  • Prior experience of working with young people (eDBS/PVG will be required).

The closing date for applications is 20 May 2022 and Interviews will provisionally take place week commencing 18 July 2022, unless a promotion board is required.

Unless already a member of the Reserve Air Forces the successful applicant will be required to be commissioned in the RAF Reserve with a liability for call-out for permanent service.

The appointment is on FTRS(LC)) TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 4 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

Applicants of an equivalent rank from sister Services may apply but will only be accepted into the Royal Air Force Reserves if an appropriate Professions advisor can be identified to sponsor the applicant.  The relevant Profession’s advisor approval must be agreed before the interview.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank and Branch, and must ensure that the MWT is compatible with the post sponsor’s proposed start date prior to applying.

Ex-Service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserve in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a Service pension should take financial advice from Veterans UK (Kentigern House) on the effect that undertaking Reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS. The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave. Pay will be in accordance with the pay scales published for the Reserve Air Forces. Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air TLB.
