MTOS is a project team of civilian, Regular and Reserve personnel, within the Chief of Defence People organisation, responsible for modernising Terms of Service (TOS) policy - the terms which regulate a Service person’s engagement in the Armed Forces.  MTOS designs and implements new TOS policies and / or amends existing TOS to enable the Services to offer Regular and Reserve personnel more choice and control over the careers, and  help Defence become a more modern, flexible and attractive employer.

Lead the Policy Development team within the MTOS team to develop and deliver policy to support new / amended TOS, making alignments to existing policies, ensuring TOS policies are applied in a harmonised, coherent way where possible.

The post requires close liaison with stakeholders and the drafting of clear and concise written briefs.

Assist in the delivery of any required legislative and Service regulatory change and drafting new Joint Service Publication content to explain the policies and their application.

Responsible for the Centrally Determined Terms of Service publication including Flexible/Hybrid Working, Flexible Service and Training Return of Service (TROS) and monitoring these policies.  Chair of the TROS working group.


Must be an OF-4of any specialisation. OF-3 applicants with a recommend for the next higher rank in their most recent OJAR will be considered.

OF-5 and above applicants, if successful, will only be paid as and wear OF-4 rank.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Experience as a staff officer, of working in an HQ, of HR and as a member of a project team is desirable.
