A vacancy has arisen for a Warrant Officer - Any Profession - to serve as Station Community Support Officer at RAF Odiham on Full Time Reserve Service (Home Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 09 January 2023 (or earlier, depending upon candidate status).
This is a role embedded within the Station Community Support Team. The post holder will work closely with the Chaplaincy Team, SAFFA and the Station Personal Support Team in the delivery of service to the RAF Odiham Service community and their families.
As part of your primary role, you are to carry out the following tasks and responsibilities:
a. Act as a conduit in the communication between Service Families, RAF Odiham Chain of Command, Defence Infrastructure Organisation, VIVO/Pinnacle and Community Support HQ Air, to ensure the views, feelings and needs of the RAF Odiham community are adequately represented and acted upon in a timely and appropriate manner.
b. Where individual welfare needs are identified, signpost the individual to the most appropriate welfare agency. Provide an ongoing link with the welfare agency for Community Support and housing advice and action as necessary.
c. Plan and arrange the bi-monthly Odiham Housing meeting with the contractor and DIO, producing Record of Decisions and taking any necessary follow up action and ensuring those in attendance also take the necessary follow up action agreed at the meeting.
d. Ensure Local Housing Officers conduct March in & March Out (including pre-March Out) procedures considerately and responsibly taking an unbiased opinion where there is disagreement and working to a mutually acceptable solution. Ensure that weekly playpark inspections are carried out by Housing Officers and works raised to correct defects.
e. In conjunction with the Station Warrant Officer, Station Infra Staff & local Housing Officers, ensure that the RAF Odiham SFA stock is managed efficiently and ensuring standards are maintained and all occupants are considerate to the community and their neighbours.
f. Act as ‘champion’ for the SFA community, both in their relationship with the contractor and in representing their interests to the chain of command. In doing the former, you should ensure that individual occupants use the existing interfaces with the contractor to the full extent before intervening personally on their behalf.
g. Attend meetings and conferences in the UK on topics linked to your role, some of which may require an overnight stay (depending on location and travel plans).
h. Run the community Road Rep system and ensure, where feasible, that a Road Rep is nominated for each Road/Street etc. Ensure information is passed to Road Reps where is it deemed essential communications from the Unit and respond to any requests for assistance from the Road Reps.
i. Be visible in the community attending scheduled weekly events such as coffee mornings run by the Community Support Team and where feasible other community events offering support and advice as required.
j. Work with Community Development Officer and the HIVE Information Officer (HIO) to support and deliver community projects.
k. Support the HIO in the delivery of Support to deployed families including generation and delivery of POC Letters.
l. Support the Chaplaincy Team and SSAFA in the delivery of Post Operational Stress Management Package.
m. Act as Building Custodian for SSAFA Office.
n. Complete all Essential and Mandatory training iaw AP 3392 Vol 2 Lft 2429, including the Induction Package AP3392 Vol 2
Must either have been, or currently be, a Warrant Officer (Any Profession) or a Flight Sergeant (Any Profession) eligible for promotion in accordance with AP 3392 Vol 2 Leaflet 560 and AP 3376 Vol 1. All Promotions will be ratified by means of a Promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.
Competencies Required – if not held training will be provided:
- Community and Personal Support Course.
- Introduction to Environmental Protection.
- Managing Safely.
- Diversity and Inclusion (Practitioner) Training.
- Trauma Risk Management (TRiM) Practitioners Course.
- Level 1 Safeguarding.

Unless already enlisted in the Reserve Air Forces the successful applicant will be required to be enlisted in the Royal Air Force Reserves with a liability for call-out for permanent service.
The appointment is on Full Time Reserve Service (Home Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 2 years.
Confirmation of appointment will depend on successful completion of a RAF Medical Board. Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.
Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment. Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.
Applicants of an equivalent rank from sister Services may apply but will only be accepted into the Royal Air Force Reserves if an appropriate Professions advisor can be identified to sponsor the applicant. The relevant Profession’s advisor approval must be agreed before the interview.
Regular Service Applicants. Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.
Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).
Pension Issues. Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Transition between TCoS. Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS.
Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager. Any immediate FW requirements should be agreed with the line management at the interview stage.
Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT). Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS. The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).
Annual Salary and Leave. Pay will be in accordance with the pay scales published for the reserve air forces. Leave entitlement is detailed in JSP 760.
Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
