The role of Commander Universities is both varied and interesting, but can also be challenging on occasions due to the breadth of the portfolio. However, it is above all rewarding , as the incumbent has the opportunity to influence the future career choices of a group of young people who are part of arguably the most impressionable, talented and diverse ethnic group in British society.

As Cdr U, the successful candidate will take on the duties of Head of the Universities Department at BRNC, overseeing the URNU organisation and the RN Sponsored Undergraduate programmes. Following on from the recent 2*mandated ‘root and branch’ review of the URNUs, three new URNUs have been established. This means that URNU HQ oversees the delivery of a modern training syllabus to over 765 URNU Officer Cadets by 30 RN staff and a professional training cadre made up of over 70 Training Officers, who are geographic dispersed in 16 Training Establishments across the UK. In parallel, the department also manages 120 Dental / Medical Cadets and RN Bursars, and is preparing to take on the oversight of the newly established Defence STEM Undergraduate Scheme.

Cdr U, while based at BRNC Dartmouth, is often required to attend meetings / conferences, as well as visit units and training events throughout the country. Traditionally, this meant that the post holder spent a significant proportion of time away from their desk. However, the use of new technology has facilitated the development of more effective working practices that enable Cdr U to attend Training Nights virtually and reduces the need to attend meetings face to face. The opportunity to work from home has also become a possibility however, it should be noted that Cdr U is often required to be physically present at BRNC to undertake other military duties associated with the wider Command.

Whilst a background in training or education is highly desirable, it is essential that the individual seeking to take on this role is fully committed to the development of the volunteers and young people who have committed to joining and remaining part of this evolving organisation.

The principal tasks of the Cdr U are:    

a.    To act as Commanding Officer and 1RO to all URNU COs and the Sponsored Undergraduate Staff Officer (SUSO), BRNC.
 
b.    To act as 2RO to all URNU Coxswains and the URNU Staff Coxswain.

c.    To ensure delivery of the URNU mission and to maximise the support provided to recruitment into the RN and RNR by the URNUs.  The latter includes wider support to the Recruiting Field Force using the capacity inherent in individual URNU Commands.

d.    To direct delivery of the URNU training syllabus, ensuring currency of content, quality assurance, delivery of accreditation awards and sharing of best practice both ashore and at sea.

e.    To maintain a close relationship between the URNUs and 1PBS, optimising delivery of sea training by the affiliated P2000s of the First Patrol Boat Squadron.  P2000 sea time, via Easter and summer deployments and sea training weekends, is fundamental to the achievement of the URNU mission.

f.    To provide direction and guidance on the employment of RNR List 7A Training Officers at each URNU.

g.    To strengthen links between the URNU and the Maritime Reserves.  This will include raising awareness of opportunities within the RNR for both Training Officers and students and mutual support over training and facilities.

h.    To establish and maintain close links with the Naval Regional Commanders, ensuring the URNUs play proactive roles in raising and maintaining local understanding of the Service and its activities in their regions.

i.    To represent the RN as a non-executive member on the Council of Military Education Committees (COMEC). 

j.    To direct SUSO on the training and military oversight of RN Sponsored Undergraduates.

k.    To liaise with CNPers to ensure the intent behind establishing full-time URNU COs as junior Command assignments is met.  

l.    To oversee the recruitment and professional development of URNU Training Officers.

m.    To oversee the annual URNU student recruitment round.

n.    To act as Resource Manager for the URNU Operating Budget.

o.    To oversee use of the Man Training Day budget allocated to the URNUs from Commander Maritime Reserves. 

Secondary Tasks:

To carry out general military duties as required by Capt BRNC.

 

Must be an OF4 of ANY specialisation. OF3 applicants with a recommend for the next higher rank in their most recent OJAR will be considered. 

OF5 applicants, if successful, will only be paid as and normally wear the rank of OF4

Will need to complete the Commanding Officer of Training Establishments course (COTE)

at the earliest available opportunity.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 2 YEARS WITH POTENTIAL TO EXTEND

NB: Where the Anticipated Start date has already passed, the start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
