POST: RNAESS Deputy Quality Manager  

Primary Role. The Post Holder is responsible to the Assurance and Business Support Head (ABS Hd) for the day to day coordination of the School’s QA programme, carrying out audits, coordinating the Auditor provision programme and the professional development of the QA01 and QA03 positions. The post holder is to deputise for the C2 Grade Civil Servant ABS Hd post in their absence.

Tasks and Responsibilities:

1    Carry out First Party JSP822 DSAT auditing (1PA) of all RNAESS sections with the authority of the Officer Commanding RNAESS.   
2    Monitor and provide advice on engineering standards and practises across RNAESS through BRd 763 auditing and inspection.    
3    Conduct assurance of all school LSpecs and associated Risk Assessments.   
4    Maintain the follow up log and ensure active engagement from RNAESS Staff to close down entries in a timely fashion.   
5    Record Continuous Improvement activity to improve the efficiency, effectiveness and credibility of the school’s output delivery.   
6    Maintain and update the QA Department’s Audit Forecast spreadsheet and audit records/ paperwork.    
7    On behalf of the XO; implement Quality Assurance policy and procedures, for training, engineering and safety standards iaw DSAT QS (JSP 822) and JSP 815.    
8    Ensure that any best practice identified during and audit activity is fully disseminated and reported at the monthly school QA and InVal forums.    
9    Assit XO, ICTA Hd, ICTS Hd and ABS Hd in facilitating periodic 2PA and Ofsted visits as required.    

Must be a serving Regular or Maritime Reserve OF2  or Ex-Regular OF2   of ENG TM  specialisation.

General awareness of JSP 822, DSAT Training, Assurance and Audit principals is essential on commencement of the role. 

Assurance (audit, inval, exval, inspection) and defence training practical experience. 

FAA QA management and BrD 763 assurance experience, previous AE/FAA branch employment and/or Training Management specialisation employment.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

The Anticipated Start start date will be ASAP

Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
