Introduction

Commander Maritime Reserves (COMMARRES) commands the Royal Naval and Royal Marine Reserves known collectively as the Maritime Reserves (MR). The purpose of the MR as set out in the Maritime Reserve Directive.

Units are fundamental to the delivery of COMMARRES output.  All posts within Commander Maritime Reserves Headquarters (CMR HQ) are to be occupied by suitably qualified and experienced personnel who have the time and skills to deliver in their specific role. This document provides the terms of reference for the SO2 Safety Management. 

Purpose

Primary Purpose:

To act as COMMARRES’s HS&EP subject matter expert, delivering key functions, listed in the Tasks section below, to ensure legal and regulatory compliance by management of COMMARRES’s Safety and Environmental Management Plan (SEMP).

Secondary Purpose:

  • To provide advice and guidance to Command, Units and HQ to ensure that HS&EP processes and procedures are followed.
  • To monitor and check safety performance and assurance to COMMARRES, and thus Dir P&T who is then held to account at the Navy Safety and Environment Board.
  • To share best practice with other Safety Cells (via the Community of Practice) and managing Assumptions and Dependencies with other organisations.

Tasks

SO2 Safety Management is to fulfil the requirement of their purpose, using sound judgement, drawing upon the following tasks as a reference to their duties:

SEMP. SO2 Safety Management will

  • Ensure the CMR 1* SEMP meets the requirements of BRd10, Defence policy and Regulations for HS&EP. Check the SEMP to ensure it is updated as HS&EP policy evolves.
  • Ensure significant environmental impacts are quantified, monitored and action taken to improve performance.
  • Cover the full scope of activity in the organisation ensuring appropriate safety and environmental regulatory regime(s).
  • Define a Hierarchy of HS&EP policy appropriate to the COMMARRES area; track and record any delegations.
  • Developing and maintaining the organisation’s HS&EP Improvement Plan, including alignment with the Navy Safety and Environment Improvement Plan (NSEIP).

Must be an OF3 of ANY specialisation. OF2 applicants with a recommend for the next higher rank in their most recent OJAR may be considered. 

OF4 applicants, if successful, will only be paid as and normally wear the rank of OF3.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Competencies

In general, the post holder is to be an OF3. The following abilities to supplement the assumed core competencies of the holder (management and leadership) are required:

To be a visible, credible and recognisable Staff Officer, with appropriate skills and experience, to allow the proper performance of their duties.

To undertake the following courses:

  • ISO 45001 SEMS qualification to be acquired;
  • DSA SEMT qualification to be acquired;
  • Required: IOSH Managing Safely. Desirable: NEBOSH Diploma;
  • Accident Investigation;
  • Maritime Human Factors Facilitator Course (pre-NEBOSH Diploma);
  • TRiM Practitioner

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.


NB: Where the Anticipated Start date has already passed, the start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
