Scope

The SRO is a Recruiting Force (RF) senior officer who manages an assigned Recruiting Area. Within this Recruiting Area the SRO is responsible for the strategic management for the Area; contributing towards the achievement of the annual national recruiting requirements. Regular travel will be required to the AFCOs and Recruitment & Attraction (R&A) HQ.

Responsibilities 

To oversee the Officer and Rating/RMOR recruiting business generation and processing in his/her recruiting area so that the Royal Navy recruiting needs and targets are met.

To act as Divisional Officer/Reporting Officer for nominated personnel in their Recruiting Area who are on, or additional to, Hd R&A Scheme of Complement.

Act as the Divisional Officer/First Reporting Officer for the RO employed in their recruiting area, 2RO for the RMs and 3RO to TMs, Area Co-ord, CAs, ACAs and Loan Ratings as required. Ensuring they maintain sufficient F2F engagement in line with JSP 757 to enable them to report accurately and with first-hand evidence.

Act as Counter Signing Officer for Administration Officers and Business Support Co-ordinators as appropriate.

Liaise with the appropriate RN Manning Authorities and Career Managers for the management of personnel within their designated area.

Act as the Checking Officer for all Area EPC cards.

Supervise compliance with the appropriate RN Regulations for the correct handling/disbursement of public monies and Travel Warrants. 

Ensure the First Party Audit process is completed, and any reported deficits are managed appropriately.

As necessary, liaise with DIO, Army and RAF regarding Recruitment Hub and Satellite Office infrastructure issues within their Area, raising issues to R&A C2 Infrastructure when unable to resolve locally.

Ensure all staff within their Area remain in date for all mandatory training (including NCTs).

In conjunction with the RM ensure all complaints and appeals are processed in a timely manner, liaising with R&A HQ as appropriate.

Ensure Coaching and Mentoring is available for all staff to maximise their CPD.

Other tasks as directed by Hd R&A and the CO RF.

Within the recruiting area, direct the Officer and Rating recruiting process.

Set the local strategic plan for the RO to manage Officer and Other ranks recruiting Outreach events and activities. These activities are to be co-ordinated through the Area Co-ordinator and when required, in liaison with the Attract Teams and NRC staff.

Must be an OF3 of RN WELRM (OF) specialisation. OF2 applicants with a recommend for the next higher rank in their most recent OJAR may be considered. 

OF4 applicants, if successful, will only be paid as and normally wear the rank of OF3.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

NB: Where the Anticipated Start date has already passed, the start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
