Details of Organisation/Business Directorate

Under the Selborne contract, the Contractor has responsibility for management of the training output for in scope training locations. 
The Authority has a need to establish a suitably resourced and empowered ‘customer’ function to manage the contract, coordinate and manage the provision of Authority enablers and dependencies, and hold the Contractor to account for the delivery of the in-scope training services to the volume and quality standard required by the Authority.
The Authority’s responsibilities as an intelligent customer will be discharged through the Authority component of the Training Management Group (TMG) within the Personnel and Training Directorate. The TMG is the key forum for collaborative working between the Authority and the Contractor at a corporate level, and for the day-to-day management and oversight of the training service.
The Authority’s role as ‘customer’ within the TMG is to oversee, assure, consult, inform and influence, not to determine how the Contractor delivers the contracted services. The Authority component of the TMG constitutes both a centralised team and local ‘key customers’ at the point of training delivery to support the proactive management of the Contractor and the coordination of relevant Authority dependencies.

The TMG operates on a collaborative basis with joint working between the Authority and Contractor to help each Party achieve their aligned objectives. This includes the Parties working together to identify and resolve risks and issues, and to realise opportunities. It also involves the Parties supporting one another to help fulfil their respective responsibilities and obligations, in accordance with the terms set out in Clause 62 (Cooperation and Collaboration) of the contract. In the case of the Authority, this will mean the provision of technical SME advice and guidance to the Contractor in relation to RN training and education, support in the design and implementation of remedial, opportunity realisation and modernisation plans, and facilitating change elsewhere within the RN which supports and enables the realisation of benefits within the training system.

The Pipeline Accreditation (PACC) teams role is to ensure accreditation requirements for each profession are met within resource envelope. The Military Independent Assessment Authority is the End Point Assessment (EPA) Organisation for a number of Apprenticeship Standards for the RN. The primary role of the MIAA is to act separately from other training aspects to offer unbiased grading assurance on EPAs and to apply for the apprenticeship certification on the Standards it is registered for. The MIAA is externally assured by Ofqual.


Job Purpose

Primary Purpose of the PACC CPO

•    Assist PACC CPO to organise all media engagement for National and Regional Apprenticeship Awards

•    Assist PACC CPO to co-ordinate and organise all media engagement for RN apprenticeships

•    Assist PACC CPO to co-ordinate and organise the Annual RN Apprenticeship Awards

•    Assist PACC CPO to deliver apprenticeship briefs to Ships, Submarines, and shore units in UK and overseas.

•    Assist PACC CPO to deliver apprenticeship briefs to all new engineer and warfare courses before or at sign up to their apprenticeship in HMS Collingwood and HMS Sultan, for both L2 and L3.

•    Support PACC WO to co-ordinate the development and implementation of Apprenticeship Standards for the RN.

•    Work with the Apprenticeship Warrant Officer to liaise and Support Branch Managers in the development of Branch specific Apprenticeship Standards

•    Identify opportunities to develop Apprenticeship Standards to benefit RN personnel and better meet government aspirations

•    Attend National Apprenticeship Service (NAS)/Educational and Skills funding Agency (ESFA) events and Tri-Service meetings to support SO1 Ed & Apps

•    Administer the ‘Find an Apprentice’ website on behalf of PACC SO1

Secondary Purposes

•    Attend relevant ‘Trailblazer’ working groups on behalf of the RN

•    To attend external events representing RN Apprenticeships

•    Assist with the administration and co-ordination of the RN Apprenticeship Programme management documentation in order to drive continuous improvement

•    Assist with the implementation of relevant Apprenticeship Policy.Responsible for:    Percentage

RESPONSIBILITIES

Responsible for:

  • Manage the day-to-day business of the PACC PO    
  • Liaise/Support Branch Managers   
  • Assist PACC WO1 in apprenticeship business    
  • Liaise with TMG PACC SO1 to address Apprenticeship awards and events    
  • Liaise with Trailblazer Groups in updating existing Apprenticeship Standards   
  • dentify opportunities to develop M&C processes to benefit RN apprentices, while still meeting government aspirations.   
  • Implement and maintain relevant apprenticeship Policies.   
  • Brief new ET and Warfare courses and LET career courses on RN Apprenticeships.     
  • Assist the PACC WO in the management of apprenticeship standards.    
  • Collate feedback to assist the PACC WO1 on monthly fleet updates of good practices and areas of improvement for RN apprenticeships    

Must be an OR6 of RES WELRM specialisation. OR4 applicants with a recommend for the next higher rank in their most recent SJAR may be considered. 

OR7 applicants, if successful, will only be paid as and normally wear the rank of OR6.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Competencies

In general, the post holder is OR 6 

Essential: 

a.    Must either have been, or currently be an OR6.

b.    Hold Full Driving License.     

c.    Excellent communication/customer service skills.

d.    Good IT background/aptitude in MS Office suite of applications.

e.    Ability to handle multiple tasks/projects simultaneously.

f.    Working knowledge of Defence Systems Approach to training.

Competencies

Desirable:

a.    Working knowledge of the Royal Navy Apprenticeship Programme.

b.    Working knowledge of Apprenticeships and the rules surrounding funding and delivery of Standards based apprenticeships and EPA.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rate, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rate or more above or one rate only below the advertised rate. Applicants one rate below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rate (excluding the advertised rate of WO2 or WO1) if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rate then the rate worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 Permanently Unsuitable Naval Service through the MBOS and Employability Board will not be considered.

Ex-Regular Reserves other ranks of an equivalent rank from sister services may apply, however will have to transfer to the RFR and conduct a period of Marinisation if they are selected as the preferred candidate.
