A vacancy has arisen for a FS – A Eng Tech – to serve as FS AEAF at RAF Cosford on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 04 September 2023 (or earlier, subject to candidate status).

Aeronautical Engineering Apprenticeship Flight (AEAF) comprises of the Main Centre at RAF Cosford plus seven Apprenticeship Outreach Centres at RAF Stations Lossiemouth, Waddington, Coningsby, Marham, Brize Norton, Benson and Odiham. AEAF is responsible for the accreditation, assessment and quality assurance of the Apprenticeships for TG1 and TG13.

The incumbent will be expected to regularly visit and engage with the staff at all Apprenticeship Centres, including overnight stays.

Job Description. In addition to the normal command, leadership, reporting, discipline, welfare and pastoral responsibilities expected of a Flight Sergeant, this role includes that of an Internal Quality Assurer (IQA) for the vocational qualifications associated with the TG1 & TG13 Apprenticeship Standards, across all TG1 and TG13 Apprenticeship Centres. Responsibilities will include:

  • Holding the role of IQA and/or Lead IQA for Occupational Competence qualifications and as such ensure that all Apprenticeship related qualifications maintain their integrity and quality in accordance with the requirements of the RAF, civilian accreditation bodies and other stakeholders such as Ofsted, the Institute for Apprenticeships and Technical Education (IfATE) and the Educational Skills Funding Agency (ESFA), thus maintaining continued accreditation and direct certification status.
  • Maintaining a thorough understanding of the aircraft platforms and Apprentice employment areas with their AoR, and their particular assessment requirements.
  • Maintaining a thorough understanding of the regional requirements of Staff, Apprentices, and infrastructure, therefore enabling them to play an active and efficient role in ensuring all areas are effectively equipped.
  • Ensuring the Apprenticeship Centres and staff are adequately trained (including ongoing CPD) and to undertake their role.
  • Ensuring all assessment and quality assurance activities are undertaken in accordance with RAF quality standards and those of our civilian accreditation bodies, thus maintaining civilian accreditation and direct certification status.
  • Monitoring and acting upon Apprentice feedback.
  • Ensuring KPIs are monitored, managed and maintained, taking those actions necessary to mitigate non compliances.
  • Ensuring suitable arrangements are in place for Apprentices only to be assigned to work areas where they can complete their Apprenticeship and monitoring these work areas for continued suitability.
  • Carrying out feasibility studies of new platforms, equipment and work areas to ensure suitability prior to Apprentices being assigned.
  • Ensure regular standardisation activities are carried out at all Apprenticeship Centres and Chair regular pan centre standardisation meetings.
  • Management, standardisation, implementation and review of Centre Policy and Representing AEAF at stakeholder meetings.

Must either have been, or currently be, a FS – A Eng Tech – or a CT – A Tech (M/AV) – eligible for promotion in accordance with AP 3392 Vol 2 Leaflet 560 and AP 3376 Vol 1. All Promotions will be ratified by means of a Promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.

  • Broad management experience, able to communicate effectively at all levels.
  • Good IT and keyboard skills.
  • Hold a UK driving licence and will be required to obtain an F600.
  • Competence in, or willingness to undertake training in the following:
    • TAQA Assessor, or equivalent e.g., D32/33, A1.
    • TAQA IQA, or equivalent e.g., V1.
    • Train the Trainer or equivalent e.g. Cert Ed.
    • Care of Trainees.
  • Quality Management Systems & QAS (X700).
  • Managing Safely/Risk Assessor/Manual Handling.
  • Awareness of Risk management.
  • Understanding of RAF Aeronautical Engineering Apprenticeships and associated Qualifications.
  • Understanding of OneFile e-portfolio system.

Unless already enlisted in the Reserve Air Forces the successful applicant will be required to be enlisted in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements.  In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
