Vacancy detail

UKStratCom are seeking the procurement of a Project Security Officer (PSyO) to support the delivery of their primary Defence Estates Optimisation (DEO) programme UKStratCom known as Defence Intelligence Consolidation (DI – C).  An experienced officer (OF2 or OF3) is required to become part of the dynamic UKStratCom DEO programme Team.  DI – C is a complex programme that is looking into the long-term future laydown of Defence Intelligence (DI) establishments. This includes disposal of Hermitage & Chicksands and the relocation of its capabilities across three receiver sites in Cambridgeshire, Lincolnshire and Leicestershire. Chicksands’s capabilities are Official Sensitive (OS) and above. To achieve a successful transition from Chicksands to receiver sites a dedicated PSyO is required to manage this process. Currently UKStratCom & DIO do not have the Suitable Qualified & Experienced Persons (SQEP) to progress DI – C into its next RIBA Stage.

Responsibilities.

As per JSP440 a PSyO needs to be appointed for DI – C.  Their immediate task would be to produce a range of security inputs to the Defence Contracts & Procurements Services (DC&PS) Project Contract Process, which is a pre-requisite for the start of RIBA 3. RIBA 3 is the design phase for DI – C and is required to provide evidence to support the programmes Full Business Case (FBC).

 

Responsibilities:

1.     The Statement of Requirements (SoR) for the PSyO are listed below:

a.     Prepare and coordinate the validation of the Security Aspects Letter (SAL).

b.     Prepare and coordinate the validation of the Operational Requirement (OR).

c.     Prepare and coordinate the validation of Classified Material Assessment Tool (CMAT).

d.     Ensure the Cyber Risk Assessment has been factored into the DC&PS Project Contracting Process.

2.     Develop RIBA 3 – 5 Security Assurance & Acceptance Plan. Includes the identification and engagement of security stakeholders (e.g. UK NACE, Site PSyO).

3.     Establish site specific security procedures in accordance with extant policy.

b.     Contractor site booking

c.     Escort and works supervision

4.     Define the infra works being undertaken by different security suppliers on the programme, e.g., Defence Infrastructure Organisation Security Service Group (DIO SSG) & DC&PS Design & Build Contractor.

a.     Delineation of design and construction responsibilities between different providers.

b.     Define any requirements for integrating the infra design with security equipment.

c.     Integration of security related design information into the contractor design solution.

d.     Establish the sequencing of security related construction works between difference providers.

5.     Collate requirements that feed into the infrastructure solution:

a.     Establish additional confidentiality and publicity restrictions, over and above the Security Aspects Letter (SAL).

b.     Source and provide background information on site security related infra and site operations that could impact on the works.

c.     Liaise with project schedulers to embed the appropriate security related activities and deliverables into the Master Schedule.

d.     Lead on security based reviews of the developing solution including coordinating and reviewing with external stakeholders.

6.     Support, coordinate and lead on security requirements that have inter-dependencies for DI – C throughout the programmes life span.

7.      Engagement with DIO Acquisition and Disposals to ensure each disposal site is vacated in accordance with policy. 

Must be an 0F2-3 of any specialisation. OF4 applicants, if successful, will only be paid as and wear the rank of  OF3.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

The base location of where the duty will be carried out at are in Cambridgeshire, Lincolnshire and Leicestershire. Any of the sites can be considered at the incumbents ‘duty station’.
