Vacancy detail

A vacancy will arise for a Wing Commander CyberSpace Eng(CE) to serve as SO1 Special Projects at RAF Leeming on FTRS(LC) Terms and Conditions of Service (TCoS), with an initial proposed start date of not before 7th March 2023 until 8th March 2024. No further extension is possible as this position if ‘lifed’.

Role: To take over the delivery of 4 projects, ensuring they complete on time, and manage 3 staff functions which will transfer into CPAT on post’s closure.

Responsibilities:

-           Responsible for Delivering the SQEP for the RAF’s new Cyber Protect & Defend Capability. 

-           Responsible for Sponsoring then running an Operational Capability Demonstrator to show that local re-keying of crypto devices is achievable from a storage and output device with a certified zeroise function (to support SATURN deployment into UK ADR, and HYDRA Citadel re-keying). 

-           Responsible for Delivering the training solution for RAVEN and RAVEN-X (Project JAYTAIL). 

-           Responsible for Delivering a training solution for Cyber & CyberSpace RAF incident management.

-           Responsible for Conducting CyberSpace Establishment Reviews for FCRs and Candidate Options, reporting via the HQ RAF Digital Options Co-Ordinator.

-           Responsible for mapping all liability changes for ‘CE and TG4, both Org and Options.

-           Sponsoring the delivery of the skills training requirements for the CyberSpace Profession. 

Must either have been, or currently be, a Wing Commander in the CyberSpace Profession (Eng(CE)).   

  • APMP Qualified.
  • MBCS or (ISC)2
  • Former COMSEC Custodian or equivalent Crypto Knowledge.
  • Full Clean Driving Licence (for MT).
  • Through Life Capability Management (Defence Academy).
  • Managing Complex Programmes.
  • Experience as a SLIM Establishment Authority.
  • Experience with Technical Trials and penning Trial Sy Instructions.

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on FTRS(LC) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for a fixed period of up to 8th March 2024.

The occupant is expected to travel to Meetings at Blandford, Cosford, Henlow, High Wycombe and Waddington.  Some remote working is practicable but weekly access to MoDNET (S) requires weekly office-based working: RAF Leeming have provided an office in Bldg 317 with desktops.

The occupant must have a sound knowledge of Eng(CE) & TG4 trades’ employment and an appreciation of the structural changes being introduced under the ASTRA CyberSpace Profession.  To that end candidates who have been out of Regular or Reserve Service for more than 3 years need not apply, but candidates who were Eng(CE) and left Service less than 3 years from 21st November 2022 may be considered for this appointment. Due to the limited duration of this post, candidates from other Services need not apply.   

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager, noting the need to access MoDNET (S) workstations at least weekly.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.  Officers’ Mess accommodation at RAF Leeming cannot be guaranteed.
