Vacancy detail

A vacancy has arisen for a wing commander People Ops (Pers Spt) or Sy and Resilience Ops (Pers Trg) to serve as Officer Commanding Learning and Development Wing (OC LandD Wg) at RAF Cranwell on Full Time Reserve Service (Limited Commitment) (FTRS(LC) Terms and Conditions of Service (TCoS), with an initial proposed start date of 1 February 2023.

OC L&D Wg is responsible for the creation, development and maintenance of all of the RAF College (RAFC) Cranwell Phase 1 courses and ensuring cohesion with Basic Recruit Training. In addition, the successful applicant will provide assurance and governance activity to ensure training remains reliable, repeatable and efficient, and that it is delivered appropriately by suitably qualified and experienced staff.

Areas of responsibility include:

Course Design and Development.

  • Maintaining courseware to ensure Defence Systems Approach to Training (DSAT) alignment and integrity, and developing supporting documentation, policies and procedures in line with Defence policies.
  • Providing course design, development, maintenance and programming for all RAFC Cranwell Phase 1 training courses.
  • Evolving Phase 1 training concepts, techniques, technology and resources to ensure the ongoing integrity of the courses delivered.
  • Liaising with Training Requirement Authority (TRA), Training Delivery Authority, branch and trade advisors and other training providers to support a through-life approach to training, running change proposal requests through the Customer Executive Board Working Gp, as required.

Staff Training.

Delivery of the RAFC Cranwell Phase 1 staff training strategy and courses which includes:

  • Staff Induction Training. Designing, developing and facilitating induction training for all RAF Officer Training Academy (RAFOTA) staff including service, civilian and contracted staff and external trg partners, such as Physical Education Flight, Robson Resilience Centre and Air and Space Warfare School staff, who also contribute to RAFOTA cadets’ journey.
  • Instructor Training. Delivering all trainer training specifically but not limited to the Modularised Staff Training, Defence Train the Trainer (DTTT) Course and Care of Trainee Course for all RAFOTA service and civilian instructional staff iaw the terms and conditions of the DTTT franchise, MOD and RAF training policy. Creating, developing and maintaining training, coaching, mentoring and trainer expertise within the RAFC Cranwell Phase 1 Trainer cadre.
  • Staff Continuation Training. Designing, developing and facilitating continuation training for all RAFOTA staff, including termly training interventions.
  • Staff Development Training. Designing, developing and facilitating a continuous professional development programme for all RAFOTA staff.

Academic Support Contract (Air and Space Power (ASP))

  • Co-ordinating academic and contractual staff through the introduction of a new syllabus of Air and Space Power studies.
  • Maintaining integrity of Air and Space command and control course assessment, Ex Astra Edge.
  • On behalf of the Contract Designated Officer and TRA, acting as contract manager for the ASP delivery contract to assure and maintain governance over the ASP Contract for RAF Phase 1 officer and aviator command, leadership and management (CLM) training.
  • Maintaining ASP key learning points for use in the RAF Phase 1 and aviator CLM training.
  • Maintaining liaison with Phase 2 and 3 training providers to maintain coherence with Intermediate Officer Development and Aviator Command School.

Assurance and Governance Activity

  • Providing assurance of all RAFOTA staff, management systems, documentation, policies, procedures and training delivery.
  • Maintaining and deploying the RAFC Cranwell Phase 1 Training Quality Management System.
  • Collation and coordination of statistical data to enable evidence-based decision making by RAFC Cranwell executives.

Strategic Planning and Management

  • Implementing, communicating and informing changes to Defence and RAF training policy across RAFC Cranwell.
  • Development and delivery of transformational programmes, specifically planning for the collocation of all Phase 1 training elements under PORTAL.
  • Acting as Office for Standards in Education, Children's Services and Skills (Ofsted) point of contact for RAFC Cranwell inspections; facilitating and co-ordinating these visits as required.
  • Providing strategic direction on all RAFOTA training matters.
  • Developing effective links with internal, wider MOD and external training partners for the benefit of the department.
  • Ensuring all departments are ready for internal, wider MOD and external party inspections.
  • Co-ordinating the Phase 1 Customer Executive Board and Customer Executive Board Working Gp activity on behalf of Gp Capt Training.
  • Creating productivity reports for the RAFC executives as required; drawn from data on the RAF Phase 1 Training Management System.
  • Working with RAFC Cranwell Media Officer, to ensure maintenance of a coherent communication strategy for RAFC Cranwell Phase 1 training.
  • Coordination of Statement of Training Requirement / Statement of Training Task activity and liaison with Training Requirement Pipeline Management and RAFOTA to agree loading of RAFC Cranwell courses.

Must either have been, or currently be, a Wing Commander People Ops (Pers Spt) or Sy and Resilience Ops (Pers Trg) or Squadron Leader People Ops (Pers Spt) or Sy and Resilience Ops (Pers Trg) eligible for promotion in accordance with AP 3393 Vol 1 and AP 7000. All Promotions will be ratified by means of a Promotion Board.

If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.

Required competencies:

  • Defence Train the Trainer (or equivalent) qualification.
  • Experience of instruction.
  • Experience of course design.
  • Experience of course management.
  • Senior management of quality and experience of quality assurance.
  • Experience of capability development and delivery.
  • Experience of Phase 1 or 2 training delivery.

The closing date for applications is 01 October 2022. Interviews will take place week commencing as soon as possible after the closing date for applications unless a promotion board is required.

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on FTRS (LC) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board. Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

Applicants of an equivalent rank from sister Services may apply but will only be accepted into the Royal Air Force Reserves if an appropriate Professions advisor can be identified to sponsor the applicant. The relevant Profession’s advisor approval must be agreed before the interview.

Regular Service Applicants. Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective rank and profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS. Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager. Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT). Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS. The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave. Pay will be in accordance with the pay scales published for the reserve air forces. Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF Cranwell.
