PURPOSES

Primary Purpose. As head of the Executive Department, to be fully accountable to the Commanding Officer, for all administration, security and discipline aspects of the Establishment (Whale Island and Horsea Island).

Secondary Purpose.

  1. To be the Explosives Safety Representative (ESR).
  2. To be an Equal Opportunity Advisor (EOA).
  3. To be the Conventional Forces in Europe Treaty Inspection Liaison Office.

SUPERIORS

The First Lieutenant is accountable to the Commanding Officer, HMS EXCELLENT.

AUTHORITY

The First Lieutenant is authorised to:

  1. Deputise for the Commanding Officer in his administrative functions.
  2. Correspond directly with outside authorities and civilian agencies on those areas of responsibility set out in these TORs.
  3. Sign on behalf of the Commanding Officer in these areas of responsibility.

PRINCIPLE TASKS

To provide the necessary support and administrative services for HMS EXCELLENT as detailed below:

Oversee executive provision of manpower and logistic resources to enable the Establishment to meet its designated tasks.

To co-ordinate the Establishment response to a major incident or accident

To carry out the duties of Duty Commanding Officer and draw up the monthly duty roster for Duty Commanding Officers.

To act as Investigating Officer for Service Complaints as and when required by CO.

To act as co-ordinator for Business Continuity and Disaster Recovery (BCDR) and the provision of Establishment Contingency Plans.

To act as Divisional Officer / 1st Reporting Officer/2nd Reporting Officer for: BWO, CPOPTI, POPTI, CPO ARMOURY, ARMOURY STAFF, HSA, EPA,  ESyO, OODs, MPGS C/Sgt, Sgts and Cpls.

In the absence of a dedicated Medical Officer, to act as the focal point for Establishment medical administration.

To be a member of the following Committees.

  1. Chairman of the Welfare Committee.
  2. Joint Chairman of the Space Allocation Committee.
  3. Establishment Management Board
  4. Unit Health Committee and Carers Forum.

To be the Conventional Forces in Europe Treaty Inspection Liaison Officer.

To be an Establishment Equal Opportunities Advisor.

To be a Casualty Notification Officer.

To be the Supervising Officer of the Royal Marine Volunteer Cadet Corps.

To be the Princess of Wales Royal Regiment Liaison Officer.

Must be a serving Regular or Maritime Reserve OF 3 or Ex-Regular OF 3 of  ANY specialisation.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 12 MONTHS WITH POTENTIAL TO EXTEND

THE ANTICIPATED START DATE FOR THIS POSITION IS 4 JAN 22 OR ASAP AFTER THIS DATE


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
