Details of Organisation/Business Directorate

The TMG is a collaborative construct to manage the delivery of the training outputs required by the RN.
•    Setting & communicating the strategy and direction for the training system, acting in accordance with policy & strategic priorities set by NCHQ.
•    Exercising governance & control over the training system to ensure that the RN's requirements are met and that resources are prioritised and deployed effectively (including in relation to training modernisation).
•    Ensuring that risks to training operations and training output delivery are identified & managed effectively
Within the TMG, the Pipeline Accreditation (PACC) team’s role is to ensure accreditation requirements for each profession are met within resource envelope. 

The Military Independent Assessment Authority is the End Point Assessment (EPA) Organisation for several Apprenticeship Standards across the RN. Recent Government legislation has resulted in the movement of ‘Framework’ apprenticeships to ‘Standards’. This necessitates the creation of End Point Assessments for the Apprenticeships delivered by the RN. The primary role of the MIAA is to act separately from other training aspects to offer unbiased grading assurance on EPAs and to apply for the apprenticeship certification on the Standards it is registered for. The MIAA is externally assured by Ofqual.

Primary Purpose 

•    Support PACC WO to co-ordinate the development and implementation of Apprenticeship Standards for the RN attending relevant ‘Trailblazer’ working groups on behalf of the RN.

•    Work with PACC WO to liaise and Support Branch Managers in the development of Branch specific Apprenticeship Standards

•    Manage the design, development and implementation of new products for End Point Assessment working with SMEs to assure the quality of assessment test design.

•    Support continuous improvement of EPA materials to meet EQA Inspection standards through regular QA audits.

•    Attend moderation and standardisations meetings to support the monitoring process of assessment materials being fit for purpose.

•    Periodically conduct QA audits to ensure compliance requirements of the external regulators, as appropriate for each EPA. 

•    Audit SharePoint content of MIAA and TMG sites ensuring the information follows company styles, company requirements and is fit for purpose, accurate, up-to-date and free from bias.

•    Support, develop and help maintain strong and effective relationships with providers, employers and stakeholders including ESFA, Ofsted and the Institute for Apprenticeships and Technical Education as part of any development work carried out.

•    Act as document controller and custodian for PACC documentation and operating procedures.

•    Conduct face-to-face briefings with air stations and aid PACC CPO with Day 1 apprenticeship briefs at HMS SUL and CWD

Secondary Purposes 

•    Attend National Apprenticeship Service (NAS)/Educational and Skills funding Agency (ESFA) events, National awards ceremonies and Tri-Service meetings to support PACC SO1.

•    Provide support, advice and guidance to MIAA WO relating to quality assurance processes and contribute to the delivery of staff development sessions, as appropriate.

•    Identify opportunities to develop Apprenticeship Standards to benefit RN personnel and better meet government aspirations.

•    Support and advice the PACC WO with the training of OAs and GAs.

•    Conduct other work as tasked by PACC WO.

Must be an OR6 of ANY specialisation. OR4 applicants with a recommend for the next higher rank in their most recent SJAR may be considered. 

OR7 applicants, if successful, will only be paid as and normally wear the rank of OR6.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Competencies

Essential: 

  • Hold Full Driving License.     
  • Excellent communication/customer service skills.
  • Good IT background/aptitude in MS Office suite of applications.
  • Ability to handle multiple tasks/projects simultaneously.
  • Working knowledge of Defence Systems Approach to training.
  • Working knowledge of Quality Assurance processes

Competencies

Desirable:

  • Working knowledge of the Royal Navy Apprenticeship Programme.
  • Working knowledge of Apprenticeships and the rules surrounding funding and delivery of Standards based apprenticeships and EPA.
  • Knowledge and experience of Internal and External auditing.
  • Hold the Level 4 Award in the Internal Quality Assurance of Assessment Processes and Practice or equivalent.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rate, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rate or more above or one rate only below the advertised rate. Applicants one rate below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rate (excluding the advertised rate of WO2 or WO1) if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rate then the rate worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 Permanently Unsuitable Naval Service through the MBOS and Employability Board will not be considered.

Ex-Regular Reserves other ranks of an equivalent rank from sister services may apply, however will have to transfer to the RFR and conduct a period of Marinisation if they are selected as the preferred candidate.
