Task requirements

The management, planning and allocation of strategic surface movements including Rail, Road and Inland Water Ways (IW). This post is a Strategic Base Outload (SBO) uplift post which is critical in the delivery of Strategic Base Activity, if and when it arises. The post may be expected to adapt to tasks and responsibilities aligned to SBO activity

1. Principle focus for Road/Rail and IWW projection of forces within DSCOM.
2. Focused POC between DSCOM and Cap Spt throughout the lifecycle of the Future Defence Rail project.
3. Identify the requirement for rail rolling stock and MHE to meet scenarios, support Training Needs Analysis and identify maintenance and storage solutions.
4. Identify potential rail routes in both UK and Europe and support PJQH and FLCs for operational matters and in
5. Support to planning of major surface moves for both Ops and Ex.
6. From IOC through FOC and into BAU be responsible for operation of the Defence Rail Capability including routine financial management of the rail capability and support SSOM with annual financial forecast process.
7. Provide Road/rail/IWW SME advice to Ops, Spt Ops, PJHQ, FLCs and DSCOM Pillars.
8. When required provide support to SO2 Sealift to add resilience to the Surface Ops Team.
9. There are no line management responsibilities.
10. Deputise for B2 Strat Surface Ops Manager.

Essential competencies

Must be proactive and capable of working in a high-tempo, Joint Operations environment. This includes making sound and effective decisions while using viable solutions. Needs to understand, analyse and solve complex operational issues in order to drive through change and promote continuous improvement.
