A vacancy has arisen for a Wing Commander (any profession) to serve as SO1 Next Generation Red Air, in Capability Delivery (Combat Air), Air Capability at RAF High Wycombe, on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 18 Oct 2022 or earlier subject to candidates status.

This is an exciting opportunity to play a pivotal, leading role in delivering the Next Generation of Red Air (airborne aggressor) capabilities which will provide essential support to operational training for all Front Line Force Elements, but principally the Combat Air Force.  The successful applicant will take the project from the start of the Concept Phase and steer it through the first 2 years of the acquisition CADMID Cycle.  Working with a multi-disciplinary team of service personnel, civil servants and contractors, the role will be predominantly office-based, but there will also be opportunities for remote working, national and international travel.

The post-holder’s responsibilities will be as follows:

  • Acting as the Project Manager and Deputy Project Director for the Next Generation Red Air Project.
  • Acting as Deputy Programme Manager for the Next Generation Operational Training (NGOT) Programme (Pg NGOT).
  • Ensuring that project-level risks are identified, assessed and managed by DLOD, and escalated to programme level if necessary.
  • Ensuring that Combat Air Programme Level 0 and Level 1 schedules contain accurate and up-to-date synchronised delivery plans for NG Red Air, showing key activities, milestones and decision points.
  • Developing and maintaining close working relationships as required with Air Cap Strat, Air Cap Del, HQ 1 Gp, HQ 11 Gp, DE&S, Dstl and Industry.
  • Providing Air Cap SME input into appropriate Air Capability Audit, Management and Development fora.
  • Supporting CAS’ ASTRA vision by promoting benefits provided by NGOT and by encouraging innovation for efficiencies and excellence.
  • Developing professional knowledge, skills and attitudes which bring benefit to the role and enhance role effectiveness.
  • Supporting the HQ Air Cmd and Air Cap battle rhythm of meetings as required.
  • Supporting ACOS & DACOS CA in maintaining key stakeholder relationships across Air, other TLBs, Partner Nations & Industry and informing them of new technology.
  • Must either have been, or currently be, a Wg Cdr (Any Branch), or a Sqn Ldr (Any Branch) eligible for promotion in accordance with AP 3393 Vol 1 and AP 7000. All Promotions will be ratified by means of a Promotion Selection Board.
  • Have previously worked in Air Capability or DE&S.
  • Able to provide evidence of project management experience.
  • Able to lead people, but also work effectively as part of a team.
  • Able to work autonomously and with initiative.
  • Able to communicate effectively and influence using the written and spoken word.
  • Able to drive improvement and effect change.
  • Able to conduct critical analysis and use evidence intelligently.
  • Able to manage resources to deliver results against demanding timelines.
  • Previous Requirements Manager experience.
  • Previous command experience.
  • Previous HQ Air Cmd staff officer experience.
  • Fast jet aircrew.

Interviews will take place week commencing 18 July 2022 unless a promotion board is required.

Unless already commissioned in the Reserve Air Forces, the successful applicant will be required to be commissioned in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period to 31 March 2024.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements.  In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF High Wycombe.
