Subject to formal establishment a vacancy may arise for a Group Captain (any Aircrew Profession) to serve as AD Plans at the Directorate of Flying Training on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 25 April 2022.

The Plans team is situated within the Directorate of Flying Training and is responsible for providing flying training subject matter expertise for business change initiatives within the UK Military Flying Training System (UKMFTS) Programme and other flying training related projects.  The team works closely with the Training System Partner (Ascent Flight Training Ltd), the UKMFTS Delivery Team, HQ Air Command Capability teams, the 22 Group Flying Training Units and the Front-Line Forces.  AD Plans has specific responsibility for the future development of flying training, working closely with Air Cap, UK MFTS DT and Ascent Flight Training.  AD Plans is also responsible for RAF Linton on Ouse and the management of the Training and Doctrine DLODs for the 11 Sqn, QEAF

AD Plans is responsible for:

  • Drive innovation and transformation across the Directorate, enabling the delivery of Fast Jet Flying Training Transformation and ISTAR Mission Crew Interim Solution.
  • Improve the level of staffing coherence across the Directorate, meeting all relevant timelines at pace.
  • Ensure financial propriety across the Directorate; lead on IR, FCR, CASP and other DRes / FMC activity across the DFT area.
  • Ensure the drawdown of RAF Linton on Ouse meets or exceeds BDES timelines.
  • Incorporate emergent technologies and concepts into future flying training to drive efficiencies and increase capacity.
  • Manage the Training and Doctrine DLODs for the 11 Sqn QEAF prog.
  • Promote an inclusive culture within area of responsibility, working to increase understanding and engagement through education and initiative.
  • Line management activities and first Reporting Officer duties for DFT COS, DFT SO1 Plans, DFT SO1 BFM and Stn Cdr RAF Linton on Ouse.
  • Represent DFT interests at the UK MFTS Comms Working Group.
  • Deputising for Director of Flying Training when required.
  • Must either have been, or currently be, a group captain of any Aircrew Profession or a wing commander of any Aircrew Profession with a High recommendation for promotion on their most recent OJAR and eligible for promotion in accordance with AP 3393 Vol 1 and AP 7000. All Promotions will be ratified by means of a Promotion Board
  • Evidence of experience in RAF flying training operations and the management thereof.
  • Evidence of MOD Project Management experience.
  • Evidence of stakeholder management experience.
  • Evidence of experience with the UKMFTS programme.
  • Evidence of Management of Training and training design experience.
  • Evidence of Change Management experience.

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the RAFR with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 4 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case by case basis.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at MOD Abbey Wood.
