Two vacancies exists for OR9-OF2’s to serve in People Policy & Development (PCD) Delivery Support posts at MOD Main Building on FTRS(HC) Terms and Conditions of Service, with an initial start date of 1 Jun 2024 (or earlier if possible) on a two year commitment.

This is a superb opportunity to join the PCD Team. The work of PCD is focused on ensuring Defence can access and acquire the people and skills we need now and in the future through building a more flexible, agile and diverse workforce. The work is fundamental in helping to achieve the objectives set out within the Defence People Strategy, which seeks to deliver an adaptable and sustainable workforce; maximise the use of talent across the military and civilian workforce; and provide attractive offers that access and retain talent.

PCD is delivering some of CDP’s highest priority outputs and the successful applicant will be assigned to one of the four sub-teams within PCD. There will always be movement between teams as projects evolve and priorities change and, therefore all personnel will be required to be flexible and work across other PCD sub-teams as required and as newly formed projects come online. The two main work areas are:

  • Delivery Team: Current Project - Policy and Process Optimisation. This team is focussed on work to modernise, harmonise and digitise the existing military People Policy and Processes to make them more user friendly, easy to access and to ensure firm and accurate foundations for a cloud-based military HR solution to build upon. The project will ensure that policies conform to exemplar standards which reflect a modern Armed Force supporting the Integrated Operating Concept and are compliant with the new HR Taxonomy structure.

  • Delivery Team: Haythornthwaite Armed Forces Review of Incentivisation (HRAFI) Release One. This is the first package of work aimed at delivering some of the HRAFI Recommendations; HRAFI Release 1 will be followed by subsequent releases over the short to medium term. HRAFI Release 1 focuses on elements of the engineering cohort across all three Services and will deliver initiatives, implemented in a short timescale, aimed at enhancing both recruitment and retention. Supported by a multidisciplinary team and external consultancy specialists, activities include a greater understanding and articulation of the Total Reward Framework and a People Value Proposition, plus opportunities associated with a more dynamic remuneration package including an element of skill based pay and incentivisation for lateral transfer. Once evaluated, the intent is for HRAFI Release 1 measures to be rolled out across wider elements of Defence in time. The output will provide the sS with greater freedom of manoeuvre and delegated authority, within a consistent framework, to manage and incentivise their workforce within a workforce cost envelope.

  • Delivery Team: Spectrum of Service. Working together with the HRAFI Release One workstrand, this team is currently focused on further defining and implementing a true ‘Spectrum of Service’ (military and civilian) and creating more flexible working arrangements for Reservists. The work supports Defence's need to move towards a more imaginative workforce model that allows people to move more seamlessly between different commitment and employment types and that is underpinned by a flexible reward framework which meets organisational and individual needs.

PCD have adopted an Agile methodology to deliver the HRAFI Release One and Spectrum of Service work packages.


Responsibilities


The role includes, although is not limited to:


  • Support the Team Leader and Delivery Manager/Officer to develop and maintain reporting and governance processes of a distinct project or significant work strands within one or more of the PCD work areas.  This will include, engaging, directing and negotiating with colleagues, subject matter experts (SMEs) and stakeholders across Defence on elements of the work.

  • Undertake a role as either a Scrum Master or Product Developer within an Agile environment.

  • Support the submission of a range of credible and actionable evidence-based policy options and strategies upon which Senior Boards/personnel can make decisions.

  • Support the Team Leader and Delivery Managers/Officers in respect of forecasting, reporting and undertaking appropriate actions through the department’s financial system (CP&F).

  • Contribute to communications and communications planning by supporting Team Members in collaborating with stakeholders and the Defence People Team Communications staffs to agree messaging, timing and method to support the aims of the project.

  • Support the Team Leader and Delivery Managers/Officers by actioning appropriate responses to requests received from outside of PCD, including from Ministerial offices, Parliamentary Questions and other areas in defence, ensuring responses are cleared at the appropriate level.

  • Create new and/or updating existing policies based on agreements reached with stakeholders and endorsed by the appropriate authority. 

  • Look beyond immediate areas of responsibility to suggest and then, if appropriate, develop the strategic vision to make linkages across the Defence People Team to ensure alignment of work and identify opportunities to work better across teams.

Must be an OR9-OF2 of any specialisation. OR8 applicants with a recommend for the next higher rank in their most recent OJAR will be considered.

OF3 applicants, if successful, will only be paid as and wear the rank of OF2.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

  • Must possess an in-date SC.
  • Experience of change programmes or project management.
  • People Policy experience gained at either Unit or HQ/MOD level.

  • Experience of working with ‘Agile’ methodology.
  • Experience of working on large-scale transformation programmes.
  • Understanding of Head Office functions and ways of working.

Hybrid working is in place but applicants must be able to work from MOD Main Building as required. Tuesday is the regular ‘in office’ day for all personnel working in PCD.
