Position Role: Lead the IPS (Gulf & Iran) International Humanitarian Law (IHL)-related work to support Defence exports to UK partners in the Arabian Gulf.
Responsibilities:
1. Lead on preparing the MOD’s input into cross-Whitehall (xWH) IHL reports approximately four times a year.
2. Manage the process for assessing Yemen violations, including: maintaining allegation databases; engaging colleagues to collate evidence; assessing allegation veracity.
3. Support the departmental lead to collaborate with HMG’s legal advisors on the Saudi Arms Sales Judicial Review, and any future legal proceedings.
4. Maintain and develop xWH relationships in order to support effective inter-departmental collaborative working – primarily in ECJU, DIT and FCDO.
5. Conducting routine xWH briefings to ensure common understanding of the MOD’s work.
6. Identify, clear, and implement continuous improvement initiatives to the existing IHL monitoring processes.
7. Be prepared to explain the nature of military conflicts, weapon effects, and the law of armed conflict, to non-specialists.

This is a high profile post which requires a committed and experienced staff officer who will routinely attend MOD Head Office during the working week most weeks. The postholder is the sole representative of the part time volunteer reserve in SPO; they must be extremely reliable and committed to this work.
The UK is legally required to ensure Defence exports are not used to commit breaches of International Humanitarian Law (IHL); MOD provides critical routine and ad-hoc support to cross-Whitehall Defence export licensing processes.
Exports to key Gulf allies are critical to continued UK prosperity and influence in the region, and this role will play a key part in ensuring they can continue. MOD’s collection, collation, analysis and assessment of a broad range of information provides the Foreign Secretary, Attorney General, and Secretary of State for International Trade with valuable evidence to make decisions on whether the UK continues to licence Defence exports to its largest customers.
Decisions enabled by the post holder directly impact the UK’s strategic relationship with key regional partners in the Middle East, as well jobs in the UK defence industry.
It is essential the postholder is a competent Excel, Word, and SharePoint user.
Officers appointed to this post who do not hold DV must contact the incumbent immediately after board results are published to initiate the vetting process.
Experience working in Main Building/Whitehall desirable.
Must be comfortable working in a staff environment. Preferably with prior experience in a 4* headquarters, applicants will ideally have worked directly with SPO or in MOD Head Office.
