A vacancy has arisen for a Squadron Leader (Flying) to serve as an ASIT Investigator (A3) at RAF Cranwell on VERR Terms and Conditions of Service (TCoS), with an initial proposed start date of 3 October 2022. 

The AIR Safety Investigation Team (ASIT) is a geographically dispersed team of Officers and SNCOs who provide an impartial investigation capability into AIR TLB human-factor centric air and ground safety incidents, via the delivery of Occurrence Safety Investigations (OSI) and Local Investigations, and make recommendations to Duty Holders to prevent recurrences.  As an investigator, you will establish the facts behind an incident through the gathering of data and interviewing those involved in the incident to determine the sequence of events, understand the decisions and human factor influences that led to the event, and propose to the Duty Holder (or their representatives) options to reduce recurrence. This role requires regular interviews and discussions with RAF personnel, typically of all trades/branches from SAC to Wg Cdr, along with equivalent civil servants and contractors, and occasionally Army and Navy personnel. Applicants must be comfortable engaging with this wide range of personnel, possess excellent people skills, be intelligent to people’s emotions, have strong analytical and report writing capabilities, and confidence presenting findings to a reviewing panel. 

This role requires regular travel nationwide, often at short notice, and occasionally overseas. Although the post is parented by RAF Cranwell, the post has significant potential for remote working and variable start and finish times, underpinned by regular visits to the team HQ at RAF Cranwell. 

The ASIT is predominantly staffed with aircrew and engineer specialists and now requires a highly experienced Flying branch Senior Officer to undertake the role of ‘Senior Investigator’. This role aims to provide the ASIT with access to corporate memory regarding OSI history, development of good investigative practice, and the capability to undertake the most challenging and contentious investigations without supervision. 

Specific tasks include: 

-           Investigating human factor centric safety incidents to determine causes and causal factors, and producing SMART recommendations. 

-           Providing Subject Matter Expertise for A3 investigations. 

-           Production of high quality reports and presentations to Duty Holders are their representatives. 

-           Provision of on-the job training and mentoring of part-time/inexperienced Station investigators, including policy promotion with RAF Duty Holder Safety Teams. 

-           Occasional membership of Occurrence Review Groups. 

-           Providing Error Management and Human Factors advice and training. 

-           Conducting peer review on fellow investigator reports. 

Must either have been, or currently be, a Sqn Ldr (Flying).  

Must have a sound understanding of RAF Air Safety management principles and policy. 

Must hold, or previously held and be capable of re-gaining, the MAA Occurrence Investigator qualification. 

Must have previously conducted Occurrence Safety Investigations in accordance with MAA Regulatory Article 1410.

Experience in Command / Staff roles where the primary role was Safety. 

Have previously conducted Occurrence Safety Investigations as a primary duty.

Have previously conducted an internationally recognised training course associated with aviation safety investigations.

Unless already Commissioned in the Reserve Air Forces the successful applicant will be required to be Commissioned in the Royal Air Force Reserves with a liability for call-out for permanent service. 

The appointment is on VERR TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 years. 

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis. 

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying. 

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a). 

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS.  

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage. 

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).
