Introduction

Surface Flotilla (W) (SURFLOT (W)) is in Command of Devonport based RN Ships; primarily
responsible for the Force Generation (FGen) of Devonport Units. He is directly accountable to
COMOPS for the discharge of his Command responsibilities and functionally accountable to
ACNS(Spt) for all tasks discharged by the Waterfront Organisation in the delivery of Operational
Assurance.

Primary Purpose

The primary purpose of the HMS BULWARK OSP FTRS EWO is to
provide support to the planned maintenance support alongside industrial partners as directed by
military or civilian line management. To manage the SEMS organisation as SHEO and provide
advice to the Command on all H&S matters. Support will be delivered as part of an HMS
BULWARK OSP Certainty of Delivery Agreement (CODA). By its nature this may require
occasional out of hours and weekend work. Any out of hours cover would be confined within
Devonport Dockyard and recompense delivered as Time of in Lieu (TOIL).


Secondary Purpose

To act as a Divisional Senior Rate as directed by the RNTM. To be
employed as directed by the RNTM on suitable tasks if surface team services are not required. To
be actively involved in activities that will enhance personnel development alongside other team
members.

Tasks

The following tasks ensure the delivery of the primary role:

a. To plan, supervise and carryout engineering support to HMS BULWARK utilising
personnel as nominated by Line Manager IAW service line agreement.

b. Ensure all subordinates maintain the highest standards of discipline, dress and
timekeeping.
c. Supervise subordinate ratings to ensure completion of work schedule in accordance
with the OSP plan.
d. Undertake the duties of HMS BULWARK OSP Team callout providing out of hours
cover as required.
e. Supervise work and inspections as required by line manager.
f. To ensure all personnel are aware of and adhere to current Health and Safety
regulations.
g. To ensure all personnel are aware of and adhere to current Quality Management
System.
h. To liaise directly with external authorities to achieve their purpose.
I. To deputise for line management when ordered.


The following tasks ensure the delivery of the secondary role


a. Act as Divisional SR to personnel for the duration of their time as a support team
member, liaising with their Divisional Officer as required.
b. Attend termly divisional briefings to remain up to date with current divisional policy. 

Must be an OR8-OR9 of ANY specialisation. 

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Desired, but not necessary, as training/courses/Inductions can be booked for the
successful applicant include:


a. MODNET (F) Restricted .
b. Defence Information Management Passport.
c. Protecting Information Level 1.
d. DSAI for access in to nuclear registered site.
e. Fire Awareness.f. Health and Safety (WE 902 SEMS Advisor)
h. Equality and Diversity Practitioner.
i. Divisional Officers refreshers course where necessary.
j. Completed EWO course.


Additionally, mentoring training would be desirable.
a. UMMS Training.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

The start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rate, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rate or more above or one rate only below the advertised rate. Applicants one rate below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rate (excluding the advertised rate of WO2 or WO1) if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rate then the rate worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 Permanently Unsuitable Naval Service through the MBOS and Employability Board will not be considered.

Ex-Regular Reserves other ranks of an equivalent rank from sister services may apply, however will have to transfer to the RFR and conduct a period of Marinisation if they are selected as the preferred candidate.
