A vacancy has arisen for a Squadron Leader Engineering Profession (Eng (AS) to serve as OF3 CAMO at RAF Valley on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 07 November 2022.

The successful candidate will be responsible to the Hawk T2 MilCAM/CAE(DDH) 4 Flying Training School (FTS), for the following tasks and responsibilities:

•    Standards and Practices. Undertake Approved Maintenance Organisation (AMO) health checks and assurance visits to ensure engineering standards and practices are being upheld.  Promote Continuous Improvement and good engineering discipline throughout the RAF Valley Defence Air Environment. 

  1. Hawk T Mk2 and Texan T1 Quality Check.  Support the MAM-P Level K quality checks on the Hawk T Mk2 and Texan T1 fleet iaw AP100B-01 Lft 2.1.17 to ensure that the aircraft configuration is maintained to the correct standard and accurately reflects the physical aircraft condition. 
  2. MAM-P Authorizations.  Ensure that an effective process for the delegation of MAM-P engineering authorizations to the AMOs (BAeS and Affinity) is in place.

•    Air Safety.  Promote the Defence Aviation Error Management System throughout the AMOs, encourage personnel to report air safety occurrences and ensure that investigations are thorough and timely.  Undertake occasional deep dive air safety occurrence investigations.  Occurrence Investigator training will be provided.

  1. Risk Management.  Support the 4FTS Air Safety Management Team (ASMT) to evolve the technical element of Risk-to-Life Bow Ties for Hawk T2 and Texan T1.  Develop a Mil CAMO and CAE threat/risk register and manage key risks held within the team. 
  2. Air System Safety Case (ASSC).  Assist the RAF Valley Air Safety Manager (ASM) to develop and maintain the airworthiness management elements of the Hawk T2 ASSC.
  3. Flight Data Monitoring (FDM).  Support HQ 22 Gp and the ASM in understanding and steering the development of the FDM projects for Hawk T2 and Texan T1.

•    Functional Safety.  Support all areas of Functional Safety Risk-to-Life management for which the MilCAM/CAE(DDH) is responsible for within the RAF Valley SMS.  

•    Strategy Development.  Formulate a strategy for Mil CAMO evolution and improvement through interpretation of MAA Regulatory Publications and RAF Engineering Policy.

•    22 Gp & UKMFTS Liaison. Ensure close liaison with engineering staff at the unit, and within 22 Gp and the UK Military Flying Training System (UKMFTS) organisations on Hawk T Mk2 and Texan T1 continuing airworthiness and engineering matters. 

•    Hawk T Mk1 RAF Valley Stn Point of Contact (POC).  Act as the initial Stn POC for any engineering air safety issue effecting Hawk T Mk1 Depth maintenance undertaken at RAF Valley.

It is essential that the candidate is well organised and possesses excellent interpersonal skills, as close liaison with internal and external agencies and use of influence is crucial to successful working at RAF Valley. Additionally, they should have a good knowledge of human factors and error management, be computer literate and be confident in using MS Word, Excel and PowerPoint.

  • Officers must either have been, or currently be, a Sqn Ldr Eng(AS) or a Flight Lieutenant Eng(AS) eligible for promotion in accordance with AP 3393 Vol 1 and AP 7000. All Promotions will be ratified by means of a Promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.   
  • Good working knowledge of Microsoft Office 365 applications.
  • Evidence of Project Management experience.
  • Forward environment experience in a Maintenance Organisation.
  • Highly developed communication and interpersonal skills.
  • Evidence of working within an Air Safety Management System.
  • IEng/CEng
  • Knowledge of the Aviation Safety Information Management System.
  • Continuing Airworthiness experience.
  • Error management experience.
  • Depth environment experience in a Maintenance Organisation.

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the RAFR with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 3 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case by case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

Applicants of an equivalent rank (Lt Cdr) from sister Services may apply but will only be accepted into RAFR service if an appropriate Professions advisor can be identified to sponsor the applicant.  The relevant Professions advisor approval must be agreed before the interview.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF Valley
