A vacancy has arisen for a Flight Lieutenant (Any) to serve as the Executive Officer at 602 (City of Glasgow) Squadron RAuxAF, Glasgow on Full Time Reserve Service (Limited Commitment) (FTRS(LC)) Terms and Conditions of Service (TCoS), with an initial proposed start date of 01 August 2024 (or earlier/later subject to candidate status).

602 (City of Glasgow) Sqn is an RAF Reserve General Service Support (GSS) Sqn based in the city of Glasgow. The primary role of 602 Sqn is to recruit, train and provide fully trained Reserve personnel, of various Professions, to support the RAF and Defence on operational tasks in the UK and abroad. 

The successful applicant will be responsible to Officer Commanding (OC) 602 Sqn for the management and delivery of all day-to-day operations and business at 602 Sqn. 

Responsibilities. The Executive Officer is responsible to OC 602 Sqn for the following:

  • Manage the day-to-day business and output of 602 Sqn, in line with OC 602 Sqn's direction and the Sqn Management Plan.
  • Act as the deputy to the OC in their absence and keep them updated on all matters affecting the functioning and output of the Sqn.
  • Attend and support 602 Sqn weekend Duty events and activities, as required.
  • Manage the 602 Sqn estate site.
  • Oversee all support of Sqn personnel and conduct governance and management checks of the A1 functions.
  • Liaise with HOE, HQ 2 Gp Res, HQ Res Directorate, SRSW, Profession Adviser Teams, Air Officer Scotland's office, Lowland RFCA, RAFRLO Scotland, Army and Air Cadet hierarchy and all stakeholders relevant to 602 Sqn's business.
  • Contribute to the Sqn Management Plan, In-Year Delivery Plan and all other documents in the Sqn Management Document Set.
  • Draft quarterly, annual, and other reports as required by Higher HQ for the OC.
  • Draft Sqn Business Cases and act as point of contact for all budgetary, infrastructure, parenting and resource issues.
  • Act as principal Visits Officer, 4Cs Duty Holder, Building Custodian, Property Manager, C4I Manager, and Principal Staff Officer to the OC.
  • Manage the safety, welfare and morale of all Sqn Reservists and HQ staff.
  • Act as Flt Cdr and line manager and manage the day-to-day operations, output and professional development of the HQ Flight personnel.
  • Oversee Sqn social media, employer engagement and community engagement activities.
  • Act as LM to unit civil servant(s) members.
  • Assure the completion of Sqn F540 returns.
  • Acting as OIC Sqn Ents Cttee.

As an integral member of the Sqn, the post holder will be expected to work on Sqn Duty weekends and participate in other Sqn events and activities as necessary. Applicants must be able to work independently and as part of a team, have outstanding communication and office skills and be computer literate.

Criteria. The successful applicant will be able to demonstrate the following:

    Essential:

  • Must either have been, or currently be, a Flight Lieutenant – Any Profession.
  • Must have experience of providing support to Royal Air Force operations and/or exercises in the UK and overseas.  
  • Must have practical knowledge and skills to exploit MODNet, Microsoft Office, SharePoint and other military software.
  • Must be willing to conduct flexible working to align with Part Time Volunteer Reserves (PTVR) Duty weekends and out of normal office working hours.
  • Must hold Security Clearance (SC).

Desirable:

  • Experience of working in a Higher HQ or as a Staff Officer in a Defence environment.
  • Experience of a period of mobilised or operational service.
  • Experience of working with RAF Reserve personnel.
  • Broad experience of the RAF, especially the Professions represented at 602 Sqn.
  • Experience of recruiting, training and/or co-ordinating the utility of RAF Reserves.
  • Understanding of Welfare and Care in Training.
  • Hold a current UK Cat B driving licence.

The closing date for applications is 30 April 2024 and interviews will take place in Late May/Early Jun 2024.

Applicant Considerations. Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the Reserve Air Forces with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 3 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case by case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment. Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

Regular Service Applicants. Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Admin Discharge.  Ex-service candidates who have been administratively discharged through the KR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391.

Pension Issues. Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS. Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS.

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager. Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, there is no SLA available in Glasgow.
