A vacancy may arise for a Flight Lieutenant (Any Profession) to serve as SO3 Reserve Recruiting at Headquarters RAF Recruiting and Selection (R&S) at RAF Cranwell on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 29 July 2024 (or earlier/later, subject to candidate status. Please be aware that the ‘earlier’ date will be dictated by the current occupant vacating this position). 

RAF R&S’ Mission is to recruit the high-quality people needed to sustain RAF Operational capability today, and into the future. The post is located within HQ R&S to support the processing of Part-Time Volunteer Reservists (PTVRs), Sponsored Reserves and Regular Qualified Rejoiner applications.

Specifically, upon successful completion of the RAF Recruiting Course at RAF Cranwell (unless already completed), SO3 Reserves Recruiting will work within the Recruiting and Selection HQ and will be responsible through SO2 Reserves and Rejoiners for the following aspects of Recruitment and Selection:
You are responsible for the following aspects of Recruitment and Selection:
a. The recruiting task as defined in The Royal Air Force Manual of Recruiting & Selection (AP3391). Maintaining a level of performance sufficient to meet the Business Objectives of RAF Recruiting and Selection (R&S), as defined within the Into Training Targets (ITTs) and specific objectives contained within the RAF Recruiting and Selection Mission Directive. This task is to be completed, whilst ensuring that all procedures and processes used to maintain the throughput of potential Commissioned Officer and Enlisted Aviator (EA) recruits are consistently applied.
b. Liaising and coordinating with Defence and Specialist recruiting teams to maximise Reserve recruiting opportunities and share best practices.
c. Initiating, cultivating and nurturing relationships with key stakeholders, Reserve Support Wgs (RSWs) and Sqn management staff and R&S Staff to maximise recruiting opportunities, Wg and Sqn priorities and identify barriers to recruitment, risks and issues.
d. Ensuring that all PTVR recruitment enquiries and applications are processed and directed to the appropriate RSW and Sqn recruiting staff with timescales laid down in AP3391.
e. Constantly monitor, evaluate and update all Reserve PSTS and RAFOTA presentations providing briefs as required.
f. Act as HQ R&S SME for Cyber, Digital, Space and Sponsored Reserve Recruiting activity.
g. Supervise the implementation of Corporate Governance to support recruitment to the RSW and Sqns.
h. Engagement and contract monitoring activities associated with Teleperformance and Capita contract on all aspects involving Reserve Recruitment.
i. Liaison with policy staffs at HQ Air Command Reserves.
j. Management of the visits programme to RAuxAF sqns and associated stakeholders.
k. Provide briefs, statistics and reports on PTVR recruiting as required and iaw published schedule and coordinated responses to PARMIS and COS Pers’ Quarterly return.
l. Coordination, analysis and reporting of PTVR sqn recruiting forecasting and performance against ITT.
m. Priorities and manage external support requests from RSWs and Sqns to ensure adequate, appropriate and timely provision of support for Recruiting Force. Analysis and coordinate priorities for recruitment training for RSW recruiting staff.
n. Acting as sponsor for PTVR generic recruiting literature and online material and advice on associated Reserve marketing campaigns ensuring accuracy, relevancy and currency.
o. Supervise the RAF Reserves Recruiting website to ensure information remains accurate and relevant.
p. Engage with R&S Marketing staffs and key stakeholders to identify and create marketing and recruiting event opportunities. Provide SME advice to shape Reserves National Marketing campaigns alongside SO1 ATTRACT, ensuring priority professions are reflected.
q. Provide SME advice and guidance to SO2 Med SRT in the absence of SO3 RMNLO.
r. Complete Line managers responsibilities as appropriate.
s. Deputise for SO2 Reserves Recruiting & Rejoiners as required.
t. Any other duties detailed by SO1 Performance and SO2 Reserves Recruiting & Rejoiners.

  • Must currently be or have been a Flt Lt – Any Profession.
  • Confident and clear verbal skills, able to engage effectively, supportively, and enthusiastically with civilian applicants.
  • Strong attention to detail, with proven ability to maintain accurate records.
  • Able to prioritise a busy workload.
  • Proven ability to work collaboratively within a team.
  • Able to build effective working relationships with key stakeholders.
  • Good IT skills (including MS Office applications particularly MS Excel).
  • Possess a full UK driving licence.
  • Career Management or Recruiting experience.
  • Completed the R&S Recruitment Course.
  • Awareness of Reserve Policies and how they affect processing.
  • Experience of working with external partner agencies.
  • Experience working within a HQ environment.
  • Marketing awareness.

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of up to 31 Mar 27.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

Applicants of an equivalent rank from sister Services may apply but will only be accepted into the Royal Air Force Reserves if an appropriate Professions advisor can be identified to sponsor the applicant.  The relevant Profession’s advisor approval must be agreed before the interview.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Admin Discharge. Ex-service candidates who have been administratively discharged through the KR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391.

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, it is unlikely that accommodation will be available at RAF Cranwell.
