Vacancy detail

Primary Purpose: 

a.    Provide accurate and timely advice to Navy Command Head Quarters, Units and Establishments on the effective measures to combat information, cyber and media security threats.

b.    Provide advice on information security risk management to ensure the risk to confidentiality, integrity and availability of Royal Navy information is managed effectively and efficiently.

c.    Assure the investigation of all Royal Navy information security incidents. Provide advice and guidance to investigating officers to ensure incidents are investigated comprehensively prior to closure and in accordance with MOD policy.  

d.    To deliver a WARP able to oversee the management and co-ordination of all security incidents in accordance with the policy contained in JSP 440. 
 
e.    Produce and publish information security Royal Navy Security Directives (RNSDs), review and publish Navy Command Security Regulations (NCSRs) and contribute to the development of Information Security policy across Defence to ensure it reflects the requirements of Navy Command and the maritime environment.

f.    To enhance Information, Cyber, and Media Security awareness throughout NC Top Level Budget (TLB) whilst providing support to the Security Culture SO1 

g.    To conduct regular (at least annually) RN/RM site visits to provide ITSO Assurance iso the wider PSyA Assurance regime.

h.     To act as support staff for the DITG Information Security Course 4 times per year.

i.      To visit all RN/RM establishments at least annually to provide Information Security briefings/updates briefings from Command down in the areas of Information, Cyber and Media Security.

j.      Act as Senior Information Officer for NC PSyA. 

Secondary Purposes:  

a.    Act as Line Manager and Mentor for all NC PSyA Information Security and Warning, Advisory & Reporting Point (WARP) staff, ensuring the development of appropriate professional skills and experience. 

b.    Deliver effective management of allocated resources to service NC PSyA Information, Cyber, and Media Security Standing and Change Objectives in the most efficient manner. 

c.    To provide strong leadership and clear direction to all NC PSyA Information/ Cyber/Media Security personnel to deliver effective security advice in support of NC outputs.  

d.    To ensure that all Information/Cyber/Media Security Staff Line Managers are familiar with their responsibilities, have attended the appropriate training courses for civilian reporting and that mandatory dates for annual staff reports and routine appraisals are met.

Specific responsibilities


1.  To fulfil the role of SO1 Information, Cyber and Media Security to NC PSyA. 
2.  To provide strong leadership and clear direction to all personnel within the management area in order to deliver effective security advice in support of NC business outputs.
3.  To liaise with MOD CyDR, Defence Digital, Navy Digital, DSR, other PSyA staffs and other security/policing agencies as necessary in order to coordinate security support activities and facilitate the sharing of best practice.
5.  To ensure that all Reporting Officers are appropriately trained, fully familiar with their responsibilities and that mandatory dates for annual reports (OJAR & MyHR) and routine MPARs/6-monthly appraisals are met.
6.  To ensure that the professional standards of security staffs are maintained by training organised under auspices of NC PSyA.
7.  To represent NC interests on Defence Security working groups and committees as directed by Capt PSyA.
8.  To be either the First or Second Reporting Officer for staff within the Directorate and ensure that they are managed fairly and effectively. 


Must be an OF4 of ANY specialisation. OF3 applicants with a recommend for the next higher rank in their most recent OJAR may be considered. 

OF5 applicants, if successful, will only be paid as and normally wear the rank of OF4.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
