A vacancy may arise for a Sqn Ldr, Air Operations and Space (Any)/Any to serve as Officer Commanding (OC) at Robson Resilience Centre Weston on the Green (RRCW) on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 1 March 2023 (or earlier dependant on candidate circumstances). 

You are responsible to Comdt RAR through OC Spec Trg Wg for the Unit Infrastructure and Airfield Management, implementing a Safe Operating Environment (SOE) for People and Air Systems (AS) iot enable Joint Service Adventure Training (JSAT), RAF Eagles, Mil parachuting and other authorised activities. You are also responsible for delivering a SOE (RA1010 and RA 1026) at RRCW. 

Responsibilities: 

1.    Act as HoE’s SME on all Infrastructure and Air Operations policy at RAF WOTG.

2.    Positively manage all aerodrome and airspace activity by military and civilian agencies.

3.    Ensure RAF WOTG Estate Management is compliant with statutory Health & Safety and Environmental Protection Policy.

4.    Advise the HoE on Functional Safety and Air Safety accident/incident/near misses trends, ensuring data recorded appropriately and communicated to RAF Brize Norton SHEP and Air Safety Cell.

5.    Assist the Aerodrome Operator in maintaining formal mechanisms for the management of all aerodrome activities, operating procedures, standards, flight safety and regulatory compliance through the maintenance of a Defence Aerodrome Manual (DAM) and Air Safety Management Plan (ASMP). 

6.    Assist the Aerodrome Operator in maintaining a programme of 1st Party Assurance of the DAM through the recording of activity in the Defence Aerodrome Assurance Framework (DAAF).

7.    Maintain the RAR ASMP ensuring all air activities trg and delivery is in accordance with MAA RAs and AP8000.

8.    Maintain the Functional Risk Register and present it annually to the HoE.

9.    Act as the RRCW Information Asset Custodian Officer and comply with the Air Information Management Register policy. 

10.    Act as Senior Subordinate Cdr for all RRCW personnel, overseeing supervision, welfare, administration and discipline of RRCW personnel.

11.    Assure weekly, monthly, quarterly, and annual Fire checks to ensure Fire Risk Assessment requirements are met iaw legislation. 

12.    Approve the 6 monthly SHEF and 4Cs checks return to BZN SHEA.

13.    Sign off Functional Safety Risk Assessment and mentor RAR Staff in maintaining a Safe Place of Work. 

14.    Supervise the 4Cs coordinator to ensure contractors’ working parties are kept safe and inform all airfield users of all works planned - Infrastructure and Airfield. 

15.    Act as the Occurrence Manger for Functional safety accident/incident/near misses and Air Safety accident/incident/near misses.

16.    Lead Business Continuity and Contingency Ops planning and implementation. 

17.    Lead the unit input to PARMIS and Aerodrome Work in Progress log to manage unit operating risks and hazards. 

18.    Act as unit Sy Officer and Air Information Asset Manager.

19.    Ensure all activity at RAF WOTG adheres to AOC 22 Gp’s Total Safety Directive.

20.    Liaise with Parent Unit, Supporting and Supported Units (ADW, JADTEU, MAB), NATs, London Oxford Airport, DIO Encroachment lease holders and other agencies to maintain up to date LoA and MoUs.

(Candidates) Must either have been, or currently be, a Squadron Leader or a Flight Lieutenant with previous Air Operations or Infrastructure experience eligible for promotion in accordance with AP 3392 Vol 2 Leaflet 560 and AP 3376 Vol 1. All Promotions will be ratified by means of a Promotion Board.

If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.

    Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be attested in the Royal Air Force Reserves with a liability for call-out for permanent service.

    The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 3 years.

    Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

    Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

    Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

    Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

    Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

    Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

    Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

    Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

    Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

    Accommodation. Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF Brize Norton.
