Vacancy detail

A vacancy has arisen for a Flt Lt in the Personnel (Training) profession to serve as the Training Development Officer (TDO) at RAFC Cranwell, HQ Central Flying School (CFS) on FTRS (LC) Terms and Conditions of Service (TCoS), with an initial proposed start date being 09 Jan 2023 or later subject to candidates status. 

CFS is the UK Defence authority on flying instructional standards and at the forefront of development in new flying training techniques and instructional training. The TDO is a core digital post at CFS, within the Smith Barry Academy (SBA). The TDO has a central role within SBA and provides advice and guidance for all training related matters to maximise the efficiency and effectiveness of SBAs flying instructional training.

Key outputs include:

Delivery: Manage the delivery of training and teach elements of the pan-Defence aircrew instructor courses; Aircrew Instructor Course (AIC), Defence Train the Trainer (Flying) (DTTT Fg) and Care of the Trainee (CoT). Support delivery of the Flying Training Manager Course (FTMC). Additionally, act as the point of contact for the provision of SBA Force Development (FD) activity.

Design: Provide design advice for all CFS courses and ensure that all practices and materials (Training Quality Manual (TQM), course documentation, etc.) are compliant with JSP 822 and DSAT.

Development: Support the development of CFS courses, including the training skills linked to aspects of Human Performance.

Consultancy: Liaise with CFS franchises, Tri-service training organisations, flying training contractors, and external civilian agencies, to provide consultation and assurance for Defence Systems Approach to Training (DSAT) compliance.

Assurance: Provide assurance for internal and external broader CFS training output by coordinating internal validation along with conducting 1st Party Audits to ensure continuous improvement. 

  • Must either have been, or currently be, a Flight Lieutenant in the Personnel (Trg) profession.
  • IOD 1/2/3 qualified (or equivalent), either as Regular or Reservist.
  • Possess a good knowledge of Defence System Approach to Training (DSAT).
  • Experience of effectively applying DSAT principles in practice; specifically, Design, Delivery and Assurance elements.
  • Working knowledge of Microsoft Office applications e.g., SharePoint, Teams.
  • Must have knowledge and experience of online training e.g., Defence Learning Environment (DLE).
  • Defence Train the Trainer (DTTT) qualified, or equivalent.
  • Defence Train the Trainer (Trainer) DTTT(T) qualified, or equivalent.
  • Defence Trainer Supervisor (DTS), or equivalent.
  • Competent and experienced deliverer of training, and Supervisor of training delivery.
  • Understanding of Training Needs Analysis and training consultancy.
  • Experience of working with human performance or psychological skills training. 
  • Involvement in performance coaching and / or mentoring.
  • Experience working with civilian accreditation.

The closing date for applications is 01 Dec 2022.  Interviews will take place week commencing 12 Dec 2022.

Unless already holding a commission in the Reserve Air Forces the successful applicant will be required to be commissioned in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP 3392 Vol 7 Part 3 Chapter 2 for an initial period of up to 4 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis

Due to skill fade, candidates who have been out of regular or reserve service for more than 5 years will not be considered for this appointment.

Applicants of an equivalent rank from sister services may apply but will only be accepted into Royal Air Force Reserves if an appropriate Professions advisor can be identified to sponsor the applicant. The relevant Profession’s advisor approval must be agreed before the interview.

Regular Service Applicants.   Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank and Profession and ensure this MWT is compatible with the post sponsors proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.   Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Transition between TCoS.   Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS.

Flexible Working Arrangements.   In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager. Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces. reserve air forces. Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS (LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAFC Cranwell.
