Vacancy detail

Primary Purpose:

a.    To act as a Permanent Staff Instructor for HMS PRESIDENT and all Units within the Waterfront Region Training Hub (HMS WILDFIRE and HMS PRESIDENT Medway Tender), providing Guidance, Leadership, Advice and Direction (GLAD) for Reservists and providing support to the Unit Command in relation to the pursuit and achievement of Unit Objectives, specifically the Training and Retention of Reservists. 

b.    To lead and be responsible for the Unit Recruitment Pipeline management from early attestation, though to allocation and the completion of Phase 1/2 and onto the Trained Strength (TS) within the Waterfront Regional Training Hub and associated Inland Support and Satellite Units so Reservists attain the stated Training (TPS) and Operational Performance Standards (OPS) necessary to deliver operational capability to the Royal Navy.  

c.    To support delivery of training to Untrained and Trained Strength Reservists within the Unit, Region and to the wider RNR training requirement at Lead Schools and other venues as required, including support to Advanced Rating Programme (ARP) and Advanced Officer Programme (AOP) at HMS RALEIGH and BRNC Dartmouth, depending on requirement.  The primary purpose will involve weekend and evening working and travelling to other Units and venues as required. 

d.    Lead all aspects of recruiting and marketing within unit to achieve SMART recruiting targets.

e.    Facilitate efficient Candidate Relationship Management (CRM) and passage of candidates through the recruiting pipeline from Early Attestation to Confirmation Course and onto the TS for Ratings and Fleetboard for Young Officers.

f.    Liaise with all key stakeholders to ensure smooth transition of candidates through recruiting pipeline. 

g.    Supporting SO2 Recruiting and working with the Unit Recruitment Officer (URO) and Regional RPM in the achievement of CMR HQ Recruiting Targets and the production of a recruiting programme supporting SMART targets.

h.    To support RISTT, liaising with SO2 Recruiting to aid recruitment.

i.    Liaise with the National Engagement Team WO1s and support the Unit Engagement Officer (UEO) to enable the smooth execution of Eastern England recruitment events.

k.    Manage the ‘Join Well’ and ‘Leave Well’ process to ensure that PTVRs join and exit the Service in the correct manner including during ‘Leave Well’ that ensuring medals, awards and valedictory certificates are correctly administered.

Tasks:

The RPM is to fulfil the requirement of their purpose, using sound judgement, drawing upon the following tasks as a reference to their duties:

People

a.    To support the Commanding Officer HMS PRESIDENT and HMS WILDFIRE and HMS PRESIDENT Medway Tender Officers in Charge with guidance on the Unit recruiting pipeline and retention of Phase 0/1/2 within the unit.  Essential to performing this task will be face to face presence at Training Nights held at the Regional RNR Units and any Satellite Unit on a schedule to be agreed with the Commanding Officer HMS PRESIDENT.

b.    To investigate DRS in order to keep the Command updated on Candidates/Recruits and to utilise this information at the Units Command Briefs.

c.    To advocate the Royal Navy Core Values and Standards when engaging and supporting personnel. 

d.    To populate the Understanding Civil Engagement (UCE) serials on DGW to cover recruiting events.

e.    Any other tasks and duties as directed by Command.

Management

a.    Lead all aspects of Recruiting and Marketing 

b.    A monthly report to Commanding Officer HMS PRESIDENT detailing the status/progress of individuals in the recruiting pipeline, planned recruiting events and highlighting any areas of concern. 

c.    A monthly report to Commanding Officer HMS PRESIDENT (supported by Branch WO/SO2, through the UTO and UOO) detailing the status/progress of individuals in the UTS pipeline and highlighting any areas of concern. 

Committees

The RPM attends the following Committees and Groups:

a.    Unit Senior Management Board. 

b.    RPM Continuous Professional Development Events as arranged by SO2 Recruiting.

c.    Senior Warrant Officer monthly Skype calls.

Must be an O7-OR9 of ANY specialisation. OR6 applicants with a recommend for the next higher rank in their most recent SJAR may be considered. 

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

The following abilities to supplement the assumed core competencies of the holder (management and leadership) are required:

a.    To be a visible, credible and recognisable Senior Rate/NCO, with appropriate skills and experience, to allow the proper performance of their duties.

b.     Working knowledge of the Defence Recruiting System (DRS).

c.    Working knowledge of Understanding Civil Engagement (UCE) located on DGW.

d.    Miscellaneous Naval Careers Advisor’s Course. 

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

The start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rate, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rate or more above or one rate only below the advertised rate. Applicants one rate below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rate (excluding the advertised rate of WO2 or WO1) if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rate then the rate worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 Permanently Unsuitable Naval Service through the MBOS and Employability Board will not be considered.

Ex-Regular Reserves other ranks of an equivalent rank from sister services may apply, however will have to transfer to the RFR and conduct a period of Marinisation if they are selected as the preferred candidate.
