A vacancy has arisen for a Sqn Ldr (any branch) to serve as SO2 Develop at Headquarters 6 Flying Training School (HQ 6 FTS) at RAFC Cranwell on Full Time Reserve Service Limited Commitment (LC) Terms and Conditions of Service (TCoS), with an initial proposed start date of 16th January 2023.

6 FTS is the largest and most diverse military flying training school in the country.  From its HQ at RAFC Cranwell, the school manages a broad range of flying tasks, from Elementary Flying training on University Air Squadrons to the provision of Air Experience Flying (AEF) for the Air Cadet Organisation. The ASTRA project will instigate significant change for 6FTS as it evolves to meet the 5 strategic through the core themes of people and training. The primary role of 6 FTS is to attract talent to regular and reserve RAF service and to educate selected undergraduates on the role of air power and a specified task of delivering 30% of initial entry cadre into Modular Initial Officer Training (MIOT).   Whilst many applicants aspire to be pilots, the greater challenge is to meet the need for engineers, medical staff, cyber, intelligence and Air Operations personnel.   Flying plays a vital part in attracting interest and is key to developing an understanding of the air environment, but it is only one element of the overall educational offer.  Force Development and Adventurous Training are influential in enthusing students towards a career in the RAF; flying attracts, yet ground activities retain.

SO2 Develop is responsible to Comdt 6FTS through SO1 Strat Plans for Future Capability and Policy Development across the 6FTS Organisation, encompassing the development and introduction of the Project TELUM capability and associated support services (in association with CAP Air Enablers (CAP AE)) including synthetic training and Net Zero requirements; sustainment of current LAFT2 outputs pending Project TELUM Introduction to service; 6FTS Future Basing Strategy implementation; Identification of 6 FTS future support requirements and enablers; and liaison with appropriate external agencies, including Cabinet Office, higher HQ, sister services, DES, DIO, Defence Legal and Commercial services; and Industry partner organisations in support of these objectives. SO2 Develop is also responsible for initial quarterly performance management reporting via PARMIS in respect of operational, capability and project/programme risks and issues.

  SO2 Develop responsibilities will include but not limited to:

  • Future Capability and Policy Development (In association with CAP AE) in support of Project TELUM across all DLODs.
  • Preparation of policy and plans for delivery of medium and long-term 6FTS operational outputs.
  • HQ 6FTS lead for Future Capability and Policy Development, in tandem with Air Capability (CAP AE) in support of Project TELUM (c£550M) across all DLODs.
  • Provide SME support  to OC 115 Sqn with regard to Future Flying Training Course Design, Development and assurance in respect of all 6FTS Flying Training Courses, both current and Project TELUM-related, to ensure DSAT compliance; development of supporting documentation.
  • Develop early entry synthetic FT capability pre-TELUM to enhance UAS pilot stream FT and AEF iaw ASTRA Directive; and to inform future TELUM Synthetic work strand.
  • Develop and maintain UAS Future Basing Plan, incorporating Net Zero requirements in line with HM Govt and ASTRA targets for Carbon Neutrality; and future Synthetic Trg requirements
  • Liaison with external agencies, including: Cabinet Office; HQ Air; Air Capability (CAP AE); Air Director of Resources – Resources and Plans (Air DRes RP); Air Infra; Defence Portfolio and Approvals Secretariat (DPAS); HQ 22 Gp; Defence Commercial; Defence Equipment & Support;  Defence Legal Services; Army and RN counterparts; RAF Air Cadets (RAFAC); Reserve Forces and Cadets Association (RFCA); and Industry partner organisations in support of 6FTS future capabilities and outputs.
  • Secretary to all TELUM DLOD WGs (Trg, Doctrine and Concepts, Organisation and Information) for which Comdt 6 has ownership.
  • Ensure all emerging risk factors within future plans which could affect 6FTS operations are identified and captured on PARMIS, advising Comdt 6FTS(DDH) of risks/issues which are not considered to be ALARP and Tolerable.
  • Any other duties as directed by Comdt 6FTS or SO1 Strat Plans. 

Normal working hours will be Monday to Friday 0800 to 1700, although these hours will vary to meet specific needs and may include weekend engagements at specific sites, and overnight stops away from RAFC Cranwell.

  • Must either have been, or currently be, a Squadron Leader & Any Branch
  • Experience of working within a Cmd HQ staff appointment.
  • Knowledge/Experience in project/programme management.
  • Experience of working within the Capability Development area.
  • Excellent interpersonal, organisational and IT skills (Office 365).
  • Full UK Driving Licence.
  • Knowledge of the 6FTS Organisation and capabilities; LAFT2 Contract outputs; Project TELUM.
  • Knowledge/recent experience of Training Design, Development and assurance. Experience of ensuring compliance with DSAT processes/structures and production of supporting documentation.
  • Knowledge/experience of Ground-Based Training Equipment (to include, but not limited to, Desktop trainers, Part-Task Trainers, simulators, Virtual Reality systems and other Ground Training Devices).
  • Knowledge/experience of HMG and Defence Sustainability targets, aspirations and initiatives.
  • Knowledge/Experience of Risk management.
  • Knowledge/Experience of Change management.
  • Knowledge of Through Life Capability management.
  • Knowledge of Contract Management.
  • Knowledge of Air Infra/ DIO process and procedure.
  • Knowledge/experience of Performance Management and Risk Reporting; preferably PARMIS Trained.

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the Royal Air Force Reserves with a liability for call-out for permanent service. 

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 4 years.

 Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis. 

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview. 

Applicants of an equivalent rank from sister Services may apply but will only be accepted into the Royal Air Force Reserves if an appropriate Professions advisor can be identified to sponsor the applicant.  The relevant Profession’s advisor approval must be agreed before the interview. 

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying. 

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a). 

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS.  

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage. 

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required). 

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760

Accommodation

Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
