Vacancy detail

A vacancy has arisen for a Group Captain (Any) to serve as Project HERA Senior Military Advisor at RAF High Wycombe on ADC Terms and Conditions of Service (TCoS), with an initial proposed start date of 14 Nov 2022. 

Subject to formal establishment, a vacancy has arisen for a Gp Capt, Any Branch, to serve as the Senior Military Advisor to the Project HERA Team. The role can be based anywhere but will involve frequent travel to RAF High Wycombe and other units. This would be on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and Part 3 Chapter 2, for an initial period of 3 years.  This will be reviewed at the two-year point by the Project HERA Senior Responsible Officer (SRO) when a decision will be made whether or not to extend the role from an initial three-year appointment, to up to a five-year appointment. This role has a proposed start date of 14 Nov 2022.
For the last 3 decades, the RAF has elected to out-source a variety of support service functions through different contractors. The amalgamation of all but one on the RAF’s Multi-Activity Contracts (MAC) was achieved through project HADES, which commenced delivery in Apr 2018 and that will end in Mar 2025. HADES provides enabling and services to 16 RAF, one Army and one Strategic Command units. The sole remaining MAC was recently replaced by the RAF Brize Norton Support Contract (BSC); this commenced in Dec 21 and will run for 3 years, with 2 option years available.

Project HERA is how continuity of service will be achieved for the existing contracted-out technical support services under HADES and the BSC. It also provides the opportunity to broaden and deepen the scope of those services and expand the number of locations where they are delivered. The Project HERA Senior Military Advisor will be responsible to the Project HERA Team Leader for building relationships with the senior RAF leaders that will be affected by the implementation of Project HERA. In addition the role will support the design and implementation of the Project solution, ensuring that it supports the RAF to deliver against both the RAF element of the Integrated Review and the creation of a modern next generation Royal Air Force. Solutions will be evaluated against operational requirements and value for money. Other factors such as sustainability and social value will be included in the design of the HERA solution. It is expected that the HERA contract will run for up to 10 years with a total value over £400M.

This is a senior leader role within the core Project HERA team. The role of Project HERA is to generate, analyse, assess and implement Project solution options. This role will contribute to those solution options and support the approvals process (Outline Business Case and Full Business Case) to contract award and then ensuring the smooth transition from the current contracts to the HERA solution. The breadth of services delivered and the number of locations involved mean that HERA is a complex project; individuals will be expected to grasp this complexity and rise to the challenge of delivering an enduring, value for money, solution that is robust, and which supports the RAF’s operational output.

Responsibilities:  Responsible to the Project HERA Team Lead for:
1.    Liaison across the RAF over the development and implementation of Project HERA;
2.    Regular engagement with senior leaders at all levels across Air Command to support and challenge their approach to management of the Project;
3.    Developing and maintaining a strong network of effective relationships with internal and external stakeholders to ensure that they are kept aware of findings and are in agreement with recommendations leading to the delivery of the Projects benefits and outcomes;
4.    Working with the HERA Team Lead to deliver the Project solution, ensuring that Project activities are appropriately monitored and controlled, including (but not limited to):
a.    Project schedules;
b.    Risk, issues and opportunity management;
c.    Project finance;
d.    Project change management;
e.    Project benefits management;
f.    Stakeholder engagement and communications;
g.    Project governance;
5.    Ensuring reviews are scheduled and delivered to enable scrutiny of the achievability of the Project to meet its objectives and deliver benefits as stated within the Project Mandate;
6.    Ensuring the Project has appropriate assurance to reflect the level of complexity, is following any appropriate local guidance on types of assurance activities and recording them in management documents as required;
7.    Supporting the timely and accurate collation, analysis and presentation of management information to allow the reporting of integrated assurance activities and milestones to support the Project and to enable the SRO and Project Board to assure and direct the Project as required;
8.    Any other Project related tasks as directed by the SRO.

Must either have been, or currently be, a Group Captain (Any).

Required competencies:

  • ICSC/IOD5;
  • Able to provide evidence of project/programme management experience and/or qualifications in MSP, PMQ Agile PM, Prince 2, APMG Change Management - Foundation/Practitioner, APMG Benefits Management - Foundation/Practitioner;
  • Leadership experience in an operational or project environment;
  • Able to lead people, but also work effectively as part of a team;
  • Risk/Issue management experience;
  • Benefits and dependency management experience;
  • Able to work autonomously and with initiative;
  • Able to drive improvement and effect change;
  • Able to conduct critical analysis and use evidence intelligently;
  • Able to apply innate intelligence to identify, analyse and solve problems (both practical and intellectual);
  • Able to integrate complex inter-relating factors whilst adapting to changing circumstances and bringing to bear common sense and innovation;
  • Able to produce logical, fluent, convincing and accurate written work to present evidence gathered by team members to Project stakeholders and senior representatives in the MoD;
  • Highly effective communication skills (competent public speaker and briefer);
  • Able to manage resources to deliver results against demanding timelines.

  • Good understanding of MS Office programmes, especially Teams, OneNote, Word, Excel and PowerPoint;
  • Previous command experience;
  • Previous HQ Air Cmd staff officer experience.

Unless already in the Reserve Air Forces the successful applicant will be required to be in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on ADC TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period until 31 Mar 2025.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
