Brief Introduction / Unit Role: 

The function of the Maritime Reserves (MR) HQ is to set and shape the conditions by which the MR is able to generate and maintain capability at readiness support of the Naval Service. 

SO1 MR FGen is pivotal in the provision, sustainability and development of MR Force Generation (FGen), which is spread across the UK within 15 RNR Units sustaining 19 bespoke Branches/Specialisations and 4 RMR HQs and 21 detachments (subject to PROTEUS transformation).

Primary Purpose:

To provide direct support to the Deputy Commander and DACOS RT, and SO1 RMR in the delivery of CMR‘s intent by acting as the principal staff officer in CMR HQ on Force Generation and Chief of Staff matters.

Secondary Purposes:

To influence the provision of sufficient, motivated, suitably qualified and experienced personnel (SQEP) within allocated resources in order to meet the requirements of the Regular Functional Employers (FE) for trained and deployable MR personnel at the ordered levels of readiness.

Manage the day to day activities and battle rhythm of the RNR element of the CMR HQ in support of the primary purpose and maintain close liaison with SO1 RMR in their delivery of the primary purpose.

To be the Risk Desk Officer for RNR Force Generation andCapability

PRINCIPAL TASKS

a.    To be the lead staff officer in the MR HQ in the development and endorsement of a robust, justified and sustainable MRD and associated reviews.

b.    To support or decline PCAP Augmentation Cell applications to trawl for MR manpower for exercises, operations and ceremonial activities listed in the MRD proposing the TACOS, legal basis, funding approval and unit providing the JPAN and Job Spec. 

c.    To seek CMR HQ OF5 approval to support or decline PCAP Augmentation Cell applications to trawl for MR manpower for exercises and operations not listed in the MRD proposing the TACOS, legal basis, funding approval and unit providing the PID and Job Spec.

d.    To be the lead staff officer for MR force development activity (such as OPV / QEC options) in line with FR2020 and FR 30 values, conducting liaison visits to assure requirement, delivery and duty of care responsibilities for MR personnel. 

e.    To provide oversight to all aspects of  the FGen process and advise and shape adaptaions as required, reflected within the CMRTM, LI and RFI processes and by changing strategic priorities informed by the MRD.

f.    Report risks and issues in the Force Generation, Capability and Force Development areas monthly to DCMR or as required.

g.    To be the point of contact and interface for MR input to the Navy Command Plan.

h.    To produce a weekly CMR HQ ASSESSREP and monthly CUB slide.

Must be an OF4 of ANY specialisation. OF3 applicants with a recommend for the next higher rank in their most recent OJAR may be considered. 

OF5 applicants, if successful, will only be paid as and normally wear the rank of OF4.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

In general, the post holder is to be a Cdr RN/RNR, ideally with Command or Charge experience, post ACSC and with reach for further promotion. The following abilities to supplement the assumed core competences of an OF4 (management, leadership, control of resources) are required:

a.      to operate at the SO1 staff officer level within NCHQ

b.      to drive, shape and lead business change

c.      as SO1 MR FGen, to be a visible, credible and recognisable leader of the MR, available full time.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

The start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
