A vacancy has arisen for a Chief Technician – A Tech (M) – to serve as Training Requirements Liaison Officer (TRLO(Mech)) within the Training Equipment Support & Safety (TES&S) team at RAF Cosford on FTRS(LC) Terms and Conditions of Service (TCoS), with an initial proposed start date of 30 Jun 2022 (or earlier).

The TRLO role is pivotal within the Defence School Aeronautical Engineering (DSAE) working across 3 sites and with industry. TRLO will be responsible for provision, support and safety of all mechanical elements of Ground Training Aids (GTA) to enable the effective delivery of mechanical technical training across the DSAE. 

Additionally, assisting the DSAE training delivery area Subject Advisors (SAs), with drafting Statement of Requirement (SoR) and ensuring SoRs are thoroughly investigated to ensure that the requirement cannot be satisfied by existing training equipment. Monitor the progress of all SORs and GTA projects within the mechanical trade, allocated areas and DSAE sites.

TRLOs assist in fulfiling the role of both delivery team and engineering support for legacy equipment. Engagement with training design and training delivery organisations to ensure course specifications, training objectives and conditions are discussed to support future needs. Nominated lead TRLO for the Royal Naval Air Engineering and Survival Equipment School (RNAESS) is based at HMS Sultan. 

Responsibilities:

Assist the DSAE School’s Training Delivery SA with drafting the Statement of Requirement.
Ensure SoRs are thoroughly investigated to ensure that the requirement cannot be satisfied by existing training equipment.
Register all SoRs on the TES&S SoR Portal.
Monitor the progress of all SoRs and GTA projects within the mechanical trade, allocated areas and DSAE sites.
React and respond to training delivery squadrons and support agencies to provide support and guidance to reduce the risks to training.
Liaise with supply management for obsolete items, contacting OEM and DA of bespoke equipment for spares and repair.
As far as possible, conduct the role of both DT and Engineering Support for legacy equipment.
Engage with AETDT and JTDT at the earliest opportunities, to ensure course specifications, training objectives and conditions are discussed to support future training equipment needs.
Attend all Contract Support Meetings and Post Design Meetings for equipment within the Mechanical trade, allocated areas, and DSAE sites as required.
Ensure the Training Delivery Area SAs complete monthly equipment returns and a Quarterly Reports for their respective GTA.
Nominated lead TRLO for the RNAESS.
Co-ordinate regular visits providing support for GTA related issues and enquiries.
Secure support to attend trade and industry forums, ensuring the TRLO keep up to date with developing technologies in order to remain an intelligent customer.
Identify training equipment no longer required and assist the delivery areas and the supply organisation in the disposal of such equipment.
Maintaining and providing evidence of ongoing, relevant Continuous Professional Development (CPD).

  • Must either have been, or currently be, a Chf Tech (A Tech (M)) or a Sergeant (A Tech (M)) eligible for promotion in accordance with AP 3392 Vol 7 Chap 16 and AP 3376 Vol 1. All Promotions will be ratified by means of a Promotion Board.
  • Hold a full UK driving license and will be required to obtain an FMT 600.
  • Possess excellent interpersonal skills.
  • Able to communicate effectively and to develop relationships at all levels.
  • Applicants should be confident speakers with experience managing/delivering bespoke presentations to wide ranging audiences, both within the RAF and civilian sector.
  • Have strong organizational skills with the ability to motivate themselves and other team members.
  • Work unsupervised and within a team environment.
  • Possess effective IT and Keyboard skills.
  • Possess excellent personnel management skills.
  • Have a working knowledge of the Defence Systems Approach to Training.
  • Have a background in course design and the development of training.
  • Have experience of working with external agencies.
  • Have an understanding of project management theories.
  • Be commercial aware.
  • Appreciate Management of Risk principles.

The closing date for applications is 26th November 2021 and interviews (unless Prom Board required) will take place week commencing 10th December 2021.

Unless already serving in the Reserve Air Forces the successful applicant will be required to be enlist in the RAFR with a liability for call-out for permanent service.

The appointment is on Choose FTRS(LC) TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board. Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case by case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment. Prior approval must be sought from the relevant Branch & Trade Advisor to confirm current and past experience prior to being invited to interview.

Applicants of an equivalent rank from sister Services may apply but will only be accepted into RAFR service if an appropriate branch/trade sponsor can be identified to sponsor the applicant. Branch/trade sponsor approval must be agreed before the interview.

Regular Service Applicants. Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues. Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager. Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT). Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS. The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave. Pay will be in accordance with the pay scales published for the reserve air forces. Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF Cosford.
