A vacancy has arisen for a Flight Lieutenant Eng(AS) to serve as Officer Commanding HFF FTRS  at RAF Cosford on Additional Duties Commitment Terms and Conditions of Service (TCoS) (180 days), with an initial proposed start date of 25 August 2022.

The incumbent’s main role will be to manage a small team of instructors that deliver Human Factors (HF), Aircraft Maintenance Policy Documentation and Recording, and Introduction to Aircraft Systems training to Phase 2 technician trainees at the No1 School of Technical Training.  Additionally, managing HF training across RAF Cosford and within the No 1 Radio School.  Experience should be used in HF facilitation, CI, QA and training management to drive improvements in training and its links with Air Safety.

The incumbent will be responsible for:

  • Management of the instructional Team that sits within the Aerosystems Training Squadron.
  • Management of the Team’s instructional output and its quality.
  • Delivery of the necessary scoping, planning, design, and organizational interfacing to enable the Team’s required output against the needs of the Future Engineering Technician Pathway (FETP) project.
  • Be the School’s specialist officer for HF and aircraft maintenance regulations.
  • Developing training strategies to drive training improvements linked to Air Safety.
  • Develop training materials including, course manuals, exams, and investigative assignments for the HF specialisation.
  • Delivering HF to Phase 2 Engineering Officers and as required to retain facilitating experience.
  • Deputise for the Squadron Head, if required.
  • Carry out staff work for the Squadron Head, if required.
  • Management of discipline matters for Service personnel, if required.
  • Act as functional manager for personnel under direct control.
  • Ensure training is delivered in accordance with appropriate syllabuses and instructional specifications, preparing amendment requests as necessary.
  • Monitoring completion of staff induction and continuation training.
  • Monitoring trainee performance, advising on remedial recovery action to recover training failures within the appropriate Tiered Review Boards, acting on any SpLD or support issues.
  • Maintaining communication, organisational procedures and discipline within the team.
  • Mentoring other managers as required by the Squadron Head.
  • Ensuring that Service instructor induction and continuation training is carried out in accordance with local and Defence Training orders.
  • Maintain HS&EP standards, giving advice within the training environment as appropriate.
  • Support the Squadron Head investigating any training feedback reports.
  • Coordinating course design and external validation issues that arise.
  • Co-ordinate data to assist with the governance of the Squadron as required.
  • Assist with the Squadron’s planning rounds, as required.

Must either have been, or currently be, a Flight Lieutenant Eng(AS).

List required competencies here, for example:

  • Evidence of recent successful training management, training design and delivery experience.
  • Evidence of successful delivery of a major project requiring inter-departmental liaison and action.
  • Evidence of Human Factors facilitation experience.
  • Evidence of QA and CI experience.
  • Broad experience in Branch across trade specialisations and the Service, ie Front Line, Command HQ and acquisition to bring HF and regulatory training into context with the need for Air Safety.
  • Must hold Enhanced DBS check.
  • Lean Leadership training.
  • Care of Trainees training.
  • DTS, DIME or DIAD training.
  • Short interview practice.

The closing date for applications is 19 May 2022. Interviews will take place week commencing 30 May 2022.

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the RAFR with a liability for call-out for permanent service.

The appointment is on Additional Duties Commitment TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 1 year.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
