Subject to formal establishment amendment, a vacancy may arise for a Squadron Leader (Provost) to serve as Combat Air Force (CAF) HQ Security SO2 on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date being 2 February 2023 (or earlier, depending upon applicant status and formal establishment of post).

The post holder will be responsible to CAF HQ SO1 Security for setting internal security policy and strategy that aligns with the CAF Commander’s Directive and assurance frameworks approved by the Senior Sy Risk Coordinator for Air. The role can be based at RAF Marham or RAF Coningsby (depending on candidate preference) but may require occasional travel and nights away from station.

Responsibilities include, but are not limited to:

  • Provide the overarching frameworks for Sy outputs now and in the future as CAF capabilities develop/ transition to 5th Generation SAP platforms.
  • Coherence of bi/tri-lateral directed Sy policies with UK Sy policies to enable international combat air capability integration. 
  • Support the creation and maintenance/review of CAF Sy Strategy that ensures no behaviour, activity or process allows our adversaries with an opportunity to erode the CAF's information advantage or degrade the Combat Air (CA) warfighting capabilities.
  • Oversee CAF Sy alignment with SSRC assurance frameworks and advise CAF Cdr on all CAF Sy risks and potential vulnerabilities that are intolerable or require upward transfer.
  • Provide the interface between HQ AIR (PSyA) SO2 Desk Leads, NHQ PSyA, FP Fce Desk Leads, Cdr RAFP AOR, PMO Combat Air Sy Advisors and other key CAF programme Sy stakeholders (DE&S Sy leads, BAE Hd Sy (Typ & Ltng)).
  • Ensure support from enabling organisations to generate future Sy capability.
  • The conceptual development of the Sy DLOD for the CAF including emerging requirements alongside international partners and allies who operate Lightning (Ltng) or Typhoon (Typ).
  • Ensure the CAF is able to operate efficiently and securely in a myriad of different configurations and operational environments and alongside both specific programme (Ltng and Typ) and coalition/NATO partners. CAF HQ SO2 Sy will direct capability, programme and sovereign Sy throughout the development of interoperability, whilst adopting a holistic approach across all DLODs at the CAF HQ level to ensure that activities in one DLOD do not drive Sy risk into another DLOD.
  • Direct, coordinate and oversee the delivery of Sy compliant infrastructure throughout infrastructure development phases and support the co-ordination of the transition to operational infrastructure.
  • Provide CAF capability Sy advice/direction to CAF HQ Operational and Exercise estimates.
  • Examine, analyse and develop understanding of the Next Generation Sy requirements for the A3 operational elements of all CAF FEs. Set coherent Post Crash Management Sy policies for MOBs, DOBs . Set and direct coherent and Sy compliant Diversion policies to support UK and Deployed Ops for all CAF FEs.
  • Direct a coherent Photography and Visual Access Policy for all CAF Force Elements in UK, Deployed (inc F-35 Embarked Ops) that ensures protection of the CAF capabilities for all situations.
  • Coordinate with relevant Programme Sy Officers, Special Access Programme (SAP) Compartment Administrators (CA), Country Sy Managers or cognisant security official on approval of external information systems.
  • Report all programmatic Sy incidents and breaches involving CAF SAP platforms and equipment, information or assets through the CAF Capability Sy owners within mandated timelines.
  • Engage and work to unlock personnel SAP compartment access/billet management specific Sy issues facing the CAF and bring to CAF Cdr's attention, any specific risks that could prejudice his ability to deliver CAF capability.
  • Will support CAF FE Cdrs to monitor, manage and seek to reduce vulnerabilities through effective risk mitigation and management activity.
  • Must either have been, or currently be, a Squadron Leader (Provost) or a Flight Lieutenant (Provost) who is eligible for promotion in accordance with AP3393 Vol 1 and AP7000. Promotion will be ratified by means of a Promotion Board.
  • Experience in information security policy compliance and assurance.
  • Be competent in identifying and liaising with a range of key national and international stakeholders.
  • Must have the ability to be approved for employment within National and multi-national SAP/security environment.
  • Developed Vetting (or ability to obtain DV clearance).  
  • Physical & Protective Security SQEP.
  • Possess good communication skills in order to undertake staff briefings to senior military levels.

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the RAFR with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case by case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

Applicants of an equivalent rank from sister Services may apply but will only be accepted into RAFR service if an appropriate branch/trade sponsor can be identified to sponsor the applicant.  Professions Advisor approval must be agreed before the interview.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF Marham or RAF Coningsby.
