Vacancy detail

A vacancy has arisen for a either Warrant Officer or Flight Lieutenant (Any Profession) to serve as Unit Change Management Officer at No 4 School of Technical Training (No 4SofTT), MOD St Athan on a Full Time Reserve Service, Home Commitment (HC) Terms and Conditions of Service (TCoS), with an initial proposed start date being 06 February 2023, or earlier subject to the candidates status.

This post location is No 4SofTT, MOD St Athan and is part of the Defence College of Technical Training (DCTT) change programme and is lifed to exist at MOD St Athan until the end of Mar 2024.  On current planning assumptions the post may be subject to a relocation to an alternative MOD site on the expiry of the post life, which is currently 3 years from the point of employment.  Under current planning assumptions the post will return to the HQ DCTT, MOD Lyneham.

The post will be required to support SO2 Site Transition in all aspects of Change and Engagement activity and planning, particularly areas surrounding the implementation and delivery of PROJECT CUBIT (the move of No 4SofTT to MOD Lynham) and tasks associated with transforming Trade Group 5 (Ground Engineering) training delivery.

The post holder will be responsible to the Commanding Officer of No 4SofTT for the performance of their duties, which will include the following:

a.         Deputise for the SO2 Site Transition and SO3 Site Transition during periods of absence.

b.          Act as Secretary for the Unit Site Transition Steering and Working Groups.

c.        Act as the Unit focal point for all aspects of Proj CUBIT and DCTT change activities.

d.     Carry out liaison on CUBIT related matters with all relevant elements of 4SofTT, and in some cases with DSEME at LYNEHAM.

e.        Support the SO2 Site Transition  with DCTT and Defence School of Electrical and Mechanical Engineering (DSEME) communication initiatives and plans.  

f.        Coordinate, control and manage the configuration control function in support of all change management activities related to MOD St Athan/No 4 SofTT.  Liaising with the 
    DIO Proj CUBIT Project Manager as necessary.

g.    Coordinate, control and manage 4SofTT input generated to support Project CUBIT documentation (eg System Requirement Document (SRD), Full Business Case (FBC) 
    etc).

h    Manage the Unit’s Risk Registers (including the use of PARMIS), including progression of risks to Higher Authority (HA) where appropriate.

i    Coordinate the Unit’s Welsh National and Local Engagement Plan, inclusive of Public and Military Events (PMEs).  

j    Manage the MOD St Athan/No 4 SofTT PARMIS quarterly return.

k.     Act as the Site Security Officer (SSyO).

a.    Must either have been, or currently be either a WO or Flt Lt (Any Profession), or a FS (Any Profession) eligible for promotion (Note: All personnel with 3 years seniority and a positive promotion recommendation on their current SJAR can be considered by a PSB.) in accordance with AP 3393 Vol 1 and AP 7000.

b.    The successful applicant will be required to undertake Disclosure and Barring Service (DBS) Clearance.

c.    Competent at military staff work in accordance with JSP 101.

d.    Competent using Microsoft Office 2016 (Outlook, Word, Excel and PowerPoint).

e.    Occasionally be expected to travel to attend project meetings and Welsh National and Local PMEs. 

a.    Stakeholder engagement and requirements management experience.
 
b.    Working knowledge of project related applications (MS Project and Gantt Charts).

c.    Experience of Project Management Office function coordinating and managing configuration control of project and programme related documentation.

d.    Conversant with Office 365 and SharePoint.

e.    Hold a full UK Driving Licence.

Unless already commissioned/enlisted in the Reserve Air Forces the successful applicant will be required to be commissioned in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Home Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 to 31 Mar 24.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

Applicants of an equivalent rank from sister Services may apply but will only be accepted into the Royal Air Force Reserves if an appropriate Professions advisor can be identified to sponsor the applicant.  The relevant Profession’s advisor approval must be agreed before the interview.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(HC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
